The National Security Sector within Leidos is seeking a Sr. Contract Manager to support our Homeland and Force Protection Business Area to take on an exciting new opportunity supporting critical missions of the Department of Homeland Security (DHS) and its agencies.

The selected candidate will oversee a portfolio aligned to supporting DHS and must have experience providing cradle-to-grave contract administration support for FFP, CPFF and T&M government contracts, including RFP analysis, hands-on proposal development, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.

Primary Responsibilities
  • The Sr. Contract Manager will ensure overall contract compliance for assigned tasks are in accordance with contract requirements, company policy and procedures, and applicable laws. The candidate must be able to work independently an collaborate effectively with a team. 
  • The Sr. Contract Manager will serve as a subject matter expert with extensive experience supporting DHS contracts of various contract types, leading proposal opportunities, analyzing RFPs, hands-on proposal development including the development of terms and conditions, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.
  • The Sr. Contract Manager must be able to multi-task and prioritize work activities in a fast-paced environment
  • The candidate must lean forward, be proactive and be able to communicate clearly and professionally in both written and verbal formats with external and internal customers, including leadership at various levels.
  • Ability to influences development of solutions that impact strategic program goals and business results, recommend and implements new solutions, processes, policies, standards in support of function and business area strategy and operations and represent Leidos’ interests during negotiations and contract management.   
  • Identify and mitigate contract risks as well as coordinate appropriate reviews in accordance with Leidos policy and procedures. Lead reviews and analysis of RFPs, prepare compliant and complete Contracts Volumes and OCI Plans, and represent Leidos’ interests during negotiations and contract management.
  • Proactively engage with Government contracting counterparts to remain responsive to customer requirements.  Effectively build and maintain excellent relationships with the Government customer.
  • Lead the review and analysis of Request for Proposals (RFPs) to identify and mitigate contract risks.  Review and negotiate Teaming Agreements, Nondisclosure Agreements, License Agreements and OCI Mitigation Plans. 

Basic Qualifications
  • BA degree + 12 or more years of relevant experience; or Masters degree + 10 or more years of relevant experience with in depth knowledge of all contract types (e.g., T&M, FFP, and Cost Plus).
  • Proven ability to solicit and process complex information and data to solve complex problems and make sound decisions.
  • Exceptional interpersonal skills with measured and articulate communication skills; ability to build and maintain strong relationships with internal and external customers; proven history of building a team environment, fostering communication, listening to staff concerns, and reconciling internal issues or differences.
  • Vast experience managing large contracts / IDIQs, Risk Analysis, Negotiating, briefing information, strategic mindset, effectively collaborating across functions, redlining various agreements are a must. Additionally, candidate will have a strong background in Federal Acquisition Regulations.
  • Must have the ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a Team.
  • The Candidate must be proficient with Adobe and Microsoft Office Suite, including Excel, Word, and Outlook.
  • Candidate must be a U.S. Citizen and possess (and be able to maintain) a Top-Secret clearance with a SCI or A Top-Secret and meet the eligibility to obtain a SCI Clearance.
  • Local travel for Customer meetings will be required.

Preferred Qualifications
  • Strong knowledge of DHS Acquisitions and Regulations
  • Success in supporting large capture teams for complicated multi-year programs.

Demonstrated experience in negotiating complex contractual issues on active contracts.

Pay Range: Pay Range $112,450.00 - $203,275.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
