This role ensures that projects are completed safely, on time, and within budget. Responsibilities include planning, scheduling, budgeting, procurement, and supervision of personnel.
This position requires deployment to disaster areas within 48 hours of notification. Deployment areas include:
Delaware, DC, Maryland, Pennsylvania, Virginia, West Virginia, Alabama, Mississippi, Florida, North Carolina, South Carolina, Georgia, Kentucky, and Tennessee.

Job Responsibilities Project Planning
- Develop comprehensive project plans, including scope, schedule, budget, resource requirements, and risk management strategies.
- Collaborate with stakeholders to ensure alignment on project goals.
- Review project contracts and specifications to ensure compliance with legal, regulatory, and quality standards.
- Negotiate terms and conditions with clients, contractors, and vendors.
- Prepare and manage budgets, track expenses, and implement cost-saving measures.
- Monitor costs to maximize project profitability and minimize financial risks.
- Develop project schedules and milestone timelines.
- Conduct critical path analyses and allocate resources to meet project deliverables.
- Coordinate the procurement of materials, equipment, and subcontractor services.
- Oversee sourcing, bidding, purchasing, and logistics to maintain project schedules.
- Oversee on-site activities, including site preparation, building erection, and installation of materials and equipment.
- Ensure quality control inspections and compliance with safety standards.
- Select, hire, and manage subcontractors, suppliers, and service providers.
- Oversee work performance, scheduling, and quality assurance.
- Implement and enforce safety policies and regulations.
- Maintain a safe working environment and comply with health and safety standards.
- Establish and enforce quality control measures.
- Conduct inspections and monitor activities to ensure adherence to specifications and customer expectations.
- Communicate regularly with clients, architects, engineers, inspectors, and regulatory authorities.
- Provide progress updates and resolve conflicts professionally.
- No direct supervisory responsibilities required.
- Expertise in construction methods, materials, techniques, and equipment.
- Familiarity with building codes, regulations, and industry standards.
- Strong project management skills with the ability to prioritize and execute multiple tasks.
- Leadership and team management capabilities to motivate and supervise teams.
- Effective communication and interpersonal skills for professional interaction with stakeholders.
- Proficiency with construction management software, scheduling tools (e.g., Primavera, Microsoft Project), and MS Office Suite.
- Knowledge of health and safety regulations, risk management, and environmental compliance.
- Strong problem-solving and decision-making skills.
- Flexibility to work irregular hours, including evenings, weekends, and holidays.
- Ability to travel and work in disaster-affected areas for extended periods.
- Must reside within driving distance of a metropolitan airport.
- Experience with sustainable construction practices and energy-efficient designs.
- Familiarity with Building Information Modeling (BIM) software and construction technology tools.
- Knowledge of construction contracts, legal frameworks, and dispute resolution processes.
- Certification or training in occupational health and safety (e.g., OSHA 30-Hour Certification).
- Experience working on international construction projects or in multicultural environments.
- 10 years of experience in a related field (with a Bachelor's degree) or 15 years of relevant experience.
- Proven success as a Construction Manager or similar role, with a track record of managing complex projects.
- Must be able to obtain and sustain a Public Trust clearance.
