Duties

You will serve as a Marine Environmental Response and Research Specialist and be responsible for providing management, oversight, alignment, and coordination the Great Lakes Center of Expertise (GL COE), its relationships with community, government, academia, private industry and international partners as it relates to oil spill research in the Great Lakes and other freshwater bodies.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Managing research and development operations for both Sault Saint Marie, and Ann Arbor, Great Lakes Center of Expertise locations.
  • Monitoring and assessing the current state of freshwater oil spill response technologies and behaviors.
  • Planning, developing, organizing, administering, evaluating and coordinating all aspects of aquatic research, scientific testing, evaluating and behavioral assignments.
  • Conducting aquatic science analysis and applying findings from comprehensive technical reviews of literature published within the broad spectrum of limnologist, meteorological, biological, and other aquatic science communities.
  • Defining project plans, managing project development, resolving technical issues and guides the efforts of internal staff, academia, contractors and grant personnel.
  • Serving as primary advisor to stakeholders and project sponsors in order to provide advice to program managers on integration of academia partner research into project execution plans.
  • Making written and oral presentations to professional, academia, community, civic, and/or special interest groups to promote interest in and gain acceptance for Great Lakes Center of Expertise programs.

Qualifications

Basic Requirements Qualifications for General Natural Resources Management and Biological Sciences Series, 0401:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

B. Combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.

NOTE: Education cannot be substituted for experience at this grade level.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to the GS-12 grade level in the federal sector.

Additional Requirements:

In addition to meeting the basic requirements for either series, you must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the Federal service performing the following types of tasks on a regular and recurring basis:
  • Evaluating freshwater oil spill response technologies
  • Researching projects in the areas of aquatic ecology, environmental chemistry, fish/wildlife, biology and water resources.
  • Scientific analysis and technical reviews of literature published within limnologist, meteorologist and other aquatic science.

Specialized experience is experience that has equipped you with the particular knowledge, skill, and ability to successfully perform the duties of this position and is typically in or related to this line of work.
