Duties

  • Analyzes training evaluations and makes recommendations on future schools and courses to meet training needs.
  • ses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required.
  • Performs other duties as assigned.
  • Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training.
  • Collaborates with the senior HRD in training and development activities, if applicable.
  • The primary purpose of this position is to provide Human Resources Development (HRD) advisory services to either Army (ARNG) or Air National Guard (ANG) organizations and the full-time workforce within the State.
  • Processes training request forms and training documentation.
  • Updates completed training in Automated Civilian/Military Personnel Systems. Provides guidance to supervisors on planning job-related career development activities.
  • Familiar with self-development activities, eligibility requirements, and regulatory requirements.
  • Provides guidance to supervisors in the completion of Individual Development Plans and training documentation.
  • Aids supervisors on employee training program requirements.
  • Provides information on available training, clarifies eligibility requirement, and application procedures.
  • Manages the planning and facilitating commercial in-house training.
  • Helps determine and prioritize training needs assessment. Collaborates with Senior HRD, if applicable, with publicizing local courses and resource training opportunities.
  • Conducts training surveys, analyzes the information obtained, and submits recommendations to the Senior HRD or supervisor.
  • Conducts continuing analysis and evaluation of training program effectiveness.
  • Uses various automated data from reports to evaluate funds usage and employee progression.

  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • If selected individual is not currently on-board, that individual will be Indefinite.
  • Management has the right to convert this indefinite employment to permanent without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
Qualifications

GENERAL EXPERIENCE : Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.

GS-09 SPECIALIZED EXPERIENCE: Do you possess at least one year of experience at the GS 07 grade level or equivalent that demonstrates thorough knowledge of and skill in applying fundamental military human resource management principles and practices; experiencing executing personnel programs and human resources information systems; a working knowledge of human resources specializations; knowledge of career development strategies and experience conducting surveys and evaluation on training programs. The specialized experience must demonstrate knowledge of the organizational structure and requirements to provide advice to commanders, unit administrators, and military members; and ability to communicate effectively both orally and in writing, with individuals, supervisors, and management.
