Overview

Nakupuna Consulting is looking for a Site Safety and Health Officer. This position is responsible for providing safety and health support and oversight at U.S. Department of Energy (DOE) project sites focused on the campus of Lawrence Livermore National Laboratory (LLNL) and ensuring the projects are compliant with all applicable health and safety laws, regulations, policies and/or guidelines, including, but not limited to, Occupational Safety and Health Administration (OSHA), the U.S. Army Corps of Engineers (USACE) EM 385-1-1, Health and Safety Requirements Manual, and DOE regulations. Responsible for developing and recommending measures for assuring personnel safety, and monitoring and/or anticipating hazardous and unsafe situations. Additionally, this position includes providing technical environmental services required for project planning, execution, and completion.

Responsibilities

  • Assist with planning, logistics, and implementation of field projects that may include environmental assessment, sampling, demolition, abatement, and other activities. Projects have the potential to include sampling and/or disposition of low-level radioactive materials. Typical projects may include:
    • Building demolition and disposition of resulting debris/waste
    • Abatement/disposition of hazardous materials
    • Hazard characterization
  • Participate in project planning meetings with client representatives as well as internal meetings.
  • Maintain communication with all parties including superintendent, subcontractors, Project Manager, Quality Control personnel, etc.
  • Prepare and approve Accident Prevention Plans (APPs) and Site-specific Safety and Health Plans (SSHPs).
  • Prepare and/or review project-specific work plans, including but not limited to: Sampling and Analysis Plans, Quality Control Plans, Demolition Plans, Abatement and Decontamination plans, and Waste Transportation and Disposition Plans.
  • Coordinate and execute site activities in accordance with required plans.
  • Provide direct safety management and subcontractor oversight on project sites.
  • Comply with and apply all applicable local, state, and federal health and safety laws, regulations, policies, and procedures including, but not limited to, OSHA, DOE, and USACE standards to advise on or resolve technical matters dealing with health and safety requirements.
  • Monitor and evaluate implementation of safety requirements and procedures detailed in the APPs and/or SSHPs.
  • Conduct and document daily safety briefings and tailgate meetings to instruct field personnel and subcontractors on hazards and safe work practices for projects.
  • Conduct periodic inspections/audits to verify that the APPs/SSHPs are being properly implemented and to identify/evaluate known or potential site safety hazards.
  • Complete field documentation such as field notes, waste tracking forms, waste manifests, daily production reports, safety meeting records, checklists, inspections, accident/incident reporting forms, etc.
  • Identify, analyze, and evaluate processes and procedures to determine severity of and recommend corrective actions for occupational health and safety hazards.
  • Continuously monitor workers during field activities for exposure to hazardous conditions.
  • Evaluate occupational exposure monitoring/air sampling and adjust SSHP requirements as necessary.
  • Alter, suspend, evacuate, or terminate activities that may pose an imminent health or safety danger to workers.
  • Enlist the support of safety and occupational health professionals with appropriate education and experience when working on sites with multiple (chemical, safety, ionizing radiation) hazards.
  • Take appropriate action to mitigate or eliminate unsafe conditions, operations, or hazards.
  • Provide health and safety training to Nakupuna employees and subcontractors.
  • Perform health and safety assessment of engineering controls and Personal Protective Equipment (PPE).
  • Identify and document both safe and unsafe acts, hazardous situations associated with an incident, accidents or injuries, and corrective actions taken on the scene.
  • Exercise emergency authority to stop and prevent unsafe acts.
  • Investigate accidents that have occurred within the incident area.
  • Maintain records of all health and safety equipment, tools, and material brought onto project sites.
  • Provide health and safety information and reviews for business development initiatives and proposals.
  • Prepare technical project reports documenting project activities, results, etc.
  • May occasionally serve as a Quality Control staff member.


Qualifications

Skills/Qualifications:
  • Ability to professionally interact with managers, coworkers, field operations staff, technical staff, and subcontractors.
  • Capable of supporting development of or writing project work plans, health and safety plans, etc.
  • Excellent communication skills (verbal and written).
  • Proficient in Microsoft Office applications including but not limited to Word, Excel, and Project.
  • Self-motivated, able to function as part of a team, able to think critically.

Education and Experience:
  • Bachelor's degree in a safety and health field (safety, occupational health, industrial hygiene), or a degree in a related field such as chemical/biological sciences, engineering, mathematics, or public health is strongly preferred and a minimum of five years of continuous construction, environmental, or general safety experience in supervising/managing safety and occupational health at hazardous waste site cleanup (or radioactive waste sites, if necessary) operations or general construction sites.
  • Environmental remediation background at DOE facilities is preferred.
  • M ust possess a valid driver's license and an acceptable driving record as evidenced by a Motor Vehicle Record (MVR) check.
  • Experience in workplace health and safety issues, workplace compensation programs for employees and training in health and safety.
  • Knowledge and experience with the USACE EM 385-1-1 requirements.
  • Experience with quality control and Construction Quality Management (CQM) certification preferred.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :
  • Must be able to perform physical activities, such as, but not limited to, lifting equipment (up to 30 lbs. unassisted), bending, standing, climbing, or walking.
  • Must be able to safely use manual tools and power equipment common in the construction trades.
  • Must be able to safely handle and tolerate exposure to hazardous materials.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $101,200.00 to $133,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
