Overview:

We are seeking a Nuclear Material Control and Accountability Specialist who will focus on supporting the Oak Ridge National Laboratory (ORNL) NMC&A Plan. ORNL NMC&A is responsible for providing programmatic and technical support and expertise to the ORNL NMC&A functions. This position resides in the Nuclear Facility Safety Division within the Environmental Safety, Health, and Quality Directorate at ORNL. The position will report to the NMC&A Team Lead.

As part of our team, you will assist the NMC&A team in supporting the management and oversight of the ORNL NMC&A Program and oversight of ORNL Material Balance Areas (MBA) and NMC&A activities which potentially cover all areas of NMC&A (Program Management, Material Control, Material Accounting, Physical Inventory, Nuclear Material Management, and Measurements). In addition, this position will be responsible for ensuring compliance with DOE Order 474.2A Change 1, Nuclear Material Control and Accountability and 410.2, Management of Nuclear Materials.

Major Duties/Responsibilities:
  • Enter nuclear material records data in a web-based application.
  • Assist NMC&A manager with strategic planning for implementation of continuous improvement.
  • Assist NMC&A manager in addressing atypical circumstances involving a Material Balance Area.
  • Assist NMC&A manager with enhancing the performance assurance program.
  • Support response to nuclear material loss indicators, anomalous conditions, and/or significant degradations in individual program elements or system performance.
  • Support NMC&A manager during emerging security conditions.
  • Performs physical inventories and reconciliation of MBA inventories.
  • Perform self-assessments to ensure NMC&A programs are operating within the limits approved in the NMC&A plan.
  • Support scheduling, planning, and conducting MBA assessments and performance testing to ensure overall NMC&A system effectiveness is evaluated within defined periodicity.
  • Support developing and issuing assessment and performance test reports to ORNL management and DOE.
  • Supports corrective action development, trend analysis, and issues management.
  • Identify and develop process improvements.
  • Ensures that customer needs are satisfied by managing and coordinating specific deliverables.

Basic Qualifications:
  • A BS degree with 8-12 years of Safeguard and/or Security related experience. An equivalent combination of education and experience may be considered.
  • Experience in maintaining high levels of process documentation for safeguards, security, safety, and/or quality.
  • Excellent written and oral communication skills.

  • Excellent record management skills.
  • Excellent written and oral communication skills.


Special Requirements:
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
