Job Description
Mission Technologies, a division of Huntington Ingalls Industries, is searching for a qualified individual to fill the role of a Navy Continuous Training Environment (NCTE) Mission Coordinator -Technical Support Specialist for their LVC Solutions Group (LSG). This person works in support of Live, Virtual, and Constructive (LVCt) training events, the Navy Training Baseline (NTB), and the NCTE, providing technical leadership in the planning and execution of LVCt events. This position is located at Point Loma in San Diego, California and requires periodic local travel to other customer sites in the area.
Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements. #LI-MA2
Essential Job Responsibilities
Functions as a technical expert who provides management, leadership in the design, development and delivery of technology-enabled applications, products and services within a technical environment. Participate in and provide input into the design, re-design and development of technology products and applications. Contribute to and often lead the specification and design phases of the development life cycle. Also manage the design and implementation of new development and enhancement efforts, and coordinate systems installation and software testing with other technologists. Responsible for the overall technical implementation of applications, and frequently interact with internal and external business contacts. Responsible for the technical integrity of projects while providing technical guidance to clients and department staff at the brand, program, and project levels. Functions as day-to-day lead on assigned projects and works with technical leadership to perform evaluations and feasibility reviews of creative concepts and technology solutions. Act as a point of technical escalation and resolution during the project lifecycle as it relates to technical decisions Determine and provide a necessary level of technical documentation during requirements gathering, based on technical services group standards and procedures and discussions with project staff, industry experience, and technical vendors. Assist the technical director with scoping, identification of project deliverables, and creation of project-specific documentation such as functional specifications, technical specifications, etc. Proactively work with producers to ensure that appropriate staffing resources are assigned, put in place, and effectively utilized at the appropriate time. Work with quality assurance resources to create test plans and ensure that issues are properly assigned, fixed, and regressed. Communicate daily regarding project status with appropriate team members. Provide technical consultancy to department staff and participate in business development efforts including proposals, development plans, and presentations, as directed.
Serves as Engineering Technical Lead for NCTE training events. In this role, the technical lead collaborates with the operational event lead for the training event technical requirements and collaborates with the operations and engineering departments to ensure these event requirements are met.
Collaborates with operations and engineering leads to build integrated project teams (IPTs) and manning plans to support NCTE training events.
Collaborate with IPTs to design architectures that support specific training event requirements and documents these architectures using established diagram standards - e.g. Department of Defense Architecture Framework (DoDAF) SV-1 and SV-2 - using tools such as Microsoft Visio.
Monitors the health and status of training events during execution and directs activities of the integrated project team to address any technical issues.
Troubleshoots LVCt system related issues and ensures training event system interfaces are configured in accordance with documented interface standards

Minimum Qualifications
- 8 years relevant progressive experience with Bachelors in related field OR
- 6 years relevant progressive experience with Masters in related field OR
- High School Diploma or equivalent and 12 years relevant progressive experience.
- Must be Knowledgeable of Linux (command line) and Windows operating systems
- Must have technical leadership ability. During LVCt event execution, must be able to address technical issues by understanding which engineering domain problems belong to and then assign engineers from the appropriate domains to resolve issues.
- Must have excellent written and verbal communication skills and be comfortable communicating at various levels of the organization. This may involve lower level technical collaboration on issues with assigned engineers or high level explanation of issues and/or status updates with senior leadership
- Must be familiar with MS Office
- A current CompTIA Security + certification is required for the position
- Must currently hold an active US Secret clearance
Preferred Requirements
- Knowledge of distributed simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS)
- Familiarity with networking concepts, architectures, and protocols such as TCP/IP and UDP
- Experience with MS Visio software to produce technical architecture drawings
- Knowledge of Navy C4I tactical systems such as Link 16 and GCCS
- Experience working with Navy systems and/or commands
