A Senior MEC Project Manager is responsible for overseeing and leading complex projects from inception to completion. This role will serve as the technical advisor and SME to the 36th CES/CEN and other teams of Andersen AFB, in all aspects of UXO related operations to include (but not be limited to) MEC clearance operations in support of or in addition to the government MEC QA Specialist.

A Senior MEC Project Manager is responsible for overseeing and leading complex projects from inception to completion. This role will serve as the technical advisor and SME to the 36th CES/CEN and other teams of Andersen AFB, in all aspects of UXO related operations to include (but not be limited to) MEC clearance operations in support of or in addition to the government MEC QA Specialist.
Compensation & Benefits:
- Estimated Starting Salary Range for Project Manager: $125-$130K, plus COLA/Post Differential and $8K relocation allowance.
- Pay commensurate with experience.

- The execution of the Quality Assurance Program for unexploded ordnance (UXO) related operations in support of Andersen AFB, Guam properties.
- Will focus on both the Project Management (PM) during the planning phase of a project, (e.g. creating MEC annexes.) as well as Quality Assurance (QA) during the execution of a project, (e.g. inspecting during a project's MEC work plan).
- Assist the Government during field operations, administration of contracts, and enforcement of requirements to affect compliance with the Guam Programmatic Explosive Safety Submission (ESS).
- Review and provide recommendations for all MEC related submittals from contractors including Project Annexes, ESS work plans, QC/QA reports, After Action Reports and other MEC clearance tasks
- Oversee and/or perform surveillance and quality assurance of MEC work to ensure compliance and adequacy of in-place work in accordance with the contract documents.
- Support the Contracting Officer and Construction Manager in evaluating proposed changes and modifications related to UXO concerns.
- Audit the MEC response process for compliance with rules and regulations.
- Recommend responses to UXO/MEC related Contractor Requests for Information (RFI) both prior to and after contract award.
- Route MEC annexes for approval through appropriate channels as determined by JRM.
- Develop and recommend adoption/implementation of processes, guidance, reports, etc., related to UXO.
- Review and provide recommendations for all MEC related submittals from contractors including ESS work plans, QC/QA reports, After Action Reports that address acceptance or rejection of the submittals, the need for further investigation, significant problems and other MEC clearance requirements.
- Participate in reviews of technical contract administration, quality assurance procedures to verify conformance to MEC/UXO policies and standards. Notifying 36th CES/CEN Flight Chief of any discrepancies/concerns /issues.
- Participates in Functional Analysis Concept Development (FACD) conferences with designer A/Es, customers, Military entities and other stakeholders, to discuss statements of work and MEC/UXO requirements prior to contract award.
- Performs other job-related duties as assigned
- Be a graduate of military Explosive Ordnance (EOD) School of the US, Canada, Great Britain, Germany, or Australia: and meet a minimum of 1 year of MEC-related experience, a minimum of 6 months off MEC supervisory experience and a minimum total of 8 years of EOD/MEC Experience. OR
- Be a graduate of an Unexploded Ordnance Technician (UXO-Tl) course or pass a comprehensive assessment from an institution of higher education accredited by a U.S. Secretary of Education nationally recognized college or university educational accrediting agency, be a competent member of a nationally recognized university system or graduate of the EOD assistant's course: and have a minimum of 8 years of MEC-related experience, 2 years of MEC-Supervisory Experience, and a minimum of 10 years of total EOD/MEC Experience.
- Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties.
- Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, Power Point, Outlook, etc.). Have demonstrated the ability to adapt to new software.
- Can communicate effectively in English both orally and in writing and experience in preparing correspondence, written reports, and in briefing management personnel. Have demonstrated an understanding of QC and QA practices associated with MEC related activities and management and processing MPPEH (Material Potentially Presenting an Explosive Hazard), including the preparation of appropriate documentation.
- Be a graduate of an OSHA-compliant (29 CFR 1910.120 (e)(4)) 8-hour Management Supervisor Training course, if supervising other MEC personnel.
- Possess an understanding of applicable explosives safety criteria and experience in the various phases of a Munitions Response to MEC or the conduct of range clearance activities.
- Be able to obtain Secret security clearance as required by the task order.
- Must have a strong attention to detail and strong communication skills.
- Working knowledge of Microsoft Project, Excel, and Word.
- Must be able to plan, organize, coordinate, and implement maintenance programs, utilizing manpower, equipment and utilities.
- Past applicable job experience may include, but is not limited to: Senior Program Manager, Project Management Lead, or Senior Project Coordinator
