Responsibilities:

- Work as a part of an integrated team, interfacing with program offices and leadership.
- Analyze and make effective use of cost, schedule, technical, and programmatic data.
- Build and validate accurate and complete cost models, estimates, and risk analyses.
- Support definition and documentation of technical baseline.
- Assist in the drafting and editing of management and executive level briefings, papers, reports.
- Conduct cost and technical research to improve analytic artifacts.
- Bachelor's Degree with significant quantitative analytic focus.
- Must have an active TS/SCI clearance, with a CI poly preferred
- Minimum eight (8) years of experience and six (6) years of relevant experience in cost estimating, business/finance/economics, operation research, and/or system engineering.
- Demonstrated experience developing life cycle cost estimates utilizing various methodologies.
- Demonstrated experience in data collection and analysis.
- Demonstrated experience in the development, implementation, and configuration of cost-estimating relationships, models, tools and methodologies.
- Master degree with significant quantitative analytic focus.
- Certification in cost analysis field (e.g., CCE/A or DAWIA Level II BCF-CE or similar).
- Demonstrated ability to conduct interviews, research, data analysis to translate technical programatics into a cohesive written baseline description document.
- Demonstrated experience costing large Information Technology (IT) acquisition programs.
- Working knowledge of major the Intelligence Community systems and strategic initiatives.
- Working knowledge of Microsoft Access, Microsoft Project, commercial cost tools, risk tools, statistics/data analysis tools, and EVM analysis tools.
- Working knowledge with Systems Engineering, Acquisition, Budgeting, and EVM processes.
- Demonstrated experience costing large Information Technology (IT) acquisition programs.
- Working knowledge of agile estimating techniques and software sizing methods.
- Demonstrated ability to develop artifacts of the caliber to be consumed by senior audiences.
- Working knowledge and / or experience in new software analytical techniques, schedule realism, cost risk analysis, business case development and return on investment analysis.
- Strong history/experience in customer-service, able to advise on tactical and strategic issues.
- Excellent oral and written communication skills; demonstrated ability to develop written artifacts of the caliber to be consumed by working level audiences.
- Strong interpersonal skills; ability to work independently, and as a team member; ability to establish a network of contacts; ability to mentor and guide activities of other team members.
- Travel may be required within Washington National Capital Region (NCR) on an as-needed basis for customer or corporate requirements.
