Summary
FedCiv Directors oversee portfolios of Federal, State, and Local Civilian government agency customer programs and projects within their portfolio. This role is a senior leader in Fearless and trusted advisor to customers and partners, and a motivating leader across all areas of Fearless. FedCiv Directors are responsible for leading and growing the business group to achieve greatest impact for our customers, community, and business. They set the vision for performance, outcomes, and organic growth of the group. They work with customers to define broader mission outcomes and maintain execution excellence toward achieving those outcomes. The FedCiv Directors guide assigned Project and Program Managers (PMs) to achieve the highest level of performance and deliver quality services to stakeholders while cultivating long-lasting relationships.
Responsibilities
  • Provides oversight to execution of the programs and projects within their portfolio and are responsible and accountable for overall performance of the portfolio as measured against financial, growth, and customer satisfaction targets. The selected candidate will spend roughly 50% of the role focused on execution of active contracts, and 50% of the role on organic growth efforts.
  • Manages portfolio financial performance in line with top-level revenue, profitability, and gross margin targets, operating budget, staffing and contract burn rates, customer satisfaction (CPAR, CSAT Surveys, etc), and general performance of programs and projects in the business group.
  • Oversees program, project, and customer outcomes and ensures timely delivery. Assists PMs to align plans, teams, and resources to meet desired customer outcomes. Keeps existing programs sold and ensures successful contract recompete.
  • Maintains constant dialogue and interface with the customer community. Builds customer relationships and positions Fearless as a partner of choice through trust and effective communications.
  • Drives organic growth by proactively working with customers to understand needs and shape requirements and acquisition strategies. Develops and maintains organic growth plans for business group in alignment with Fearless top-level focus areas and maintains associated capture pipelines. Identifies and targets new business adjacencies and teaming partnerships.
  • Shapes new customers through demonstrations of technology solutions, architectures, capabilities, and potential acquisition paths for early-stage opportunities, working with internal technical and PM teams to develop responses for requests for information (RFI), market surveys, white papers, presentations, briefings, and major event demonstrations. Collaborates with the Sales & Marketing team on technical responses, management responses, and develops staffing strategies for expansion, recompete, or new contract opportunities related to the business group.
  • Guides PMs to identify opportunities and skills gaps for team members within their portfolio. Identifies growth opportunities working with other senior and executive Fearless leadership, and mentors team members as needed toward skill development and career advancement.
  • Teams with leaders from other business groups to ensure consistent and repeatable application of Fearless best practices, processes, and technical solution delivery approaches (The Fearless Way).
  • Builds upon and maintains Fearless' culture by embracing its strategic framework and values, serving as a strong role model to team members.
Required Skills and/or Experience
  • Proven track record of growing consulting business practices with civilian federal, and/or state and local civilian government customers
  • A firm understanding of government contracting and acquisition and program management lifecycles.
  • Prior experience leading development, implementation and support of Information Technology (IT) solutions including digital services, software application development, systems engineering and systems integration.
  • Minimum of 10-15 years of experience in software, IT, and technical and/or engineering solutions development.
  • Understanding of Agile software development and human-centered design methodologies, applications of AI and/or ML solutions with Government agencies and cybersecurity considerations and solutions.
  • Advanced executive functioning, including high ability to internalize, store, and use information in various ways; ability to think creatively, strategically, analytically, and from multiple angles about complex situations to support decision making; and operate with high emotional intelligence and empathy.
  • Advanced skills in establishing Objectives and Key Results (OKRs) and tracking progress to ensure high-quality performance from teams.
  • Demonstrated experience in making strategic decisions that support long-term portfolio and company goals.
  • Expert ability to maintain customer satisfaction and advise and influence both customers and partners to support high-quality performance.
  • Advanced ability to organize, manage, and execute on staffing, budget, and other project management needs, as well as revenue and profitability targets.
  • Ability to lead high-level solutioning exercises with customers.
  • Ability to operate and manage work, strategically reason, and build relationships and influence others.
  • Strong written and verbal communication skills.
  • Eligibility for Civilian agency security clearance (DHS. GSA Public Trust and/or other)
  • U.S. Citizenship is required.

Travel
  • Local travel in the DC-Maryland-Virginia (DMV) area including Baltimore, and travel to other customer locations as needed.
