Connsci is seeking a solutions-driven, highly analytical IDIQ/GWAC Manager with a strong track record of leveraging GWAC and Enterprise IDIQ Prime Contracts to deliver IT and professional services effectively to Federal Civilian, DoD, and state customers. This role offers a unique opportunity to manage contract strategy, lead task order pursuits, and collaborate with senior executives and partners to drive growth and success across a dynamic federal marketplace.

The ideal candidate will have direct experience with FedSim Orals preparation and delivery, as well as familiarity with legacy OASIS vehicles. They will play a vital role in supporting Connsci's Senior GWAC IDIQ Executive, contributing to strategic initiatives, and ensuring maximum utilization of IDIQ and GWAC vehicles.

Key Responsibilities

• Contract Management & Strategy
◦ Manage multiple GWAC and IDIQ contracts, including the legacy OASIS vehicle.
◦ Develop and execute strategies to maximize contract utilization and align performance with program objectives.
◦ Ensure contract compliance and adherence to client expectations.

• FedSim Orals and Proposal Support
◦ Lead the preparation and delivery of FedSim Orals, ensuring persuasive, client-focused presentations that highlight Connsci's capabilities.
◦ Collaborate with proposal teams to align oral presentations with written submissions, enhancing the competitiveness of task order responses.

• Support of Senior GWAC IDIQ Executive and Connsci Partners
◦ Provide direct support in managing high-level strategies, client relationships, and partnerships.
◦ Collaborate with Connsci partners to identify opportunities, maximize resources, and drive contract success.

• Task Order Development & Pursuit
◦ Lead task order identification, capture, and proposal efforts, ensuring alignment with organizational strengths and client needs.
◦ Drive the creation of tailored solutions for task order requirements under IDIQ and GWAC vehicles.

• Stakeholder Engagement
◦ Act as a key point of contact within the organization for IDIQ and GWAC contracts, ensuring teams understand contract features and benefits.
◦ Provide training and guidance to optimize contract utilization across the organization.

• Data Analysis & Reporting
◦ Analyze performance metrics and contract data to inform decision-making and track progress.
◦ Develop reports to monitor contract utilization, task order outcomes, and key performance indicators.

• Compliance & Risk Management
◦ Ensure compliance with FAR, DFARS, and other federal acquisition regulations.
◦ Proactively identify and mitigate risks associated with contract execution.

• Continuous Improvement
◦ Stay updated on industry trends and best practices in IDIQ and GWAC management.
◦ Propose process improvements to enhance efficiency and task order success.
 
Location: This role is primarily remote (up to 90%), with occasional in-person collaboration for team meetings and client site visits within the DC Metro area.
 
Basic Qualifications:
• Bachelor's degree in Business Administration, Contract Management, or a related field; or equivalent experience.
• 5+ years of experience managing IDIQ/GWAC contracts, including experience with legacy OASIS vehicles.
• 3+ years of experience preparing and delivering FedSim Orals and executing task orders for Federal Civilian, DoD, and state sectors.
• 3+ years of experience with federal acquisition regulations (FAR, DFARS) and contract management best practices.
• Analytical skills with a focus on data-driven decision-making.
• Proficiency in contract management tools, MS Office Suite (Excel, PowerPoint).
 
Preferred Qualifications:
• Relevant certifications such as CFCM, CPCM, or PMP are preferred
