Education:
A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This Supervisory Accountant position is located in the Account and Travel Management Section, Budget and Finance Branch, Operations Management Division, Law Enforcement/Federal Air Marshal Service, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
- Reviews and evaluates subordinate organization's accounting activities. Explains work requirements, methods, and procedures, instructs subordinates in new procedures and provides advice when problems arise. Reviews work in progress or on completion, adjusts plans, assignments, and methods as necessary to accomplish the work as effectively and economically as feasible. Reviews job descriptions for correctness and accuracy and makes necessary changes; reports detailing of employees for jobs other than their own.
- Ensures the integrity of the LE/FAMS financial data, including the Coordination and review of Quarterly UDO Verification and Validation (V&V) and the role of Financial Audit Liaison to CFO/ PBC.
- Manages the reconciliation of the proprietary and budgetary general ledger accounts in the financial system, to ensure the accuracy of information.
- Manages the cost accounting estimates for mission travel activities and provide recommendations and ensure the estimates are adjusted upward and downward in the mission travel obligations.
- Leads the LE/FAMS Travel Team and Travel Help Desk that addresses inquiries from the traveling community.
- Manages the Travel Card Program in LE/FAMS, including Agency/Organization Program Coordinator responsibilities for individually billed accounts and the centrally billed account, as well as providing guidance on travel card regulations.
- Oversees the post-payment Audit process for travel vouchers from the Travel Management System (e.g., Concur), to identify travel policy exceptions and coordinate their resolution.
- Provides guidance to the TSA travel community through technical bulletins, data calls, facilitating meetings, and drafting/coordinating memoranda for leadership approval as needed, for example travel policy waivers. Oversee a travel policy help desk.
- Manages the Relocation Program for LE/FAMS, acting as Liaison to TSA Contracting Officer Representative (COR) for the Relocation Service Provider. Provides relocation guidance to LE/FAMS divisions programs and ensures adherence to the FTR and other applicable regulations.
