Expression is seeking a highly skilled and experienced Technical Program Manager with federal experience in leading agile software projects, data-centric initiatives, cloud-based solutions, and spectrum management. As a Technical Program Manager, you will oversee the planning, execution, and successful delivery of mission-critical enterprise IT projects in support of clients (U.S. government clients). You will play a key role in leading cross-functional teams to develop and deploy complex software and data solutions, ensuring compliance with spectrum management policies and best practices. You will translate user needs into impactful capabilities, leveraging Agile processes and modern software development methodologies.

Key Responsibilities:
  • Lead Agile Projects and Programs: Manage a project within an Agile framework, ensuring timely delivery of software solutions, data platforms, cloud-based applications, and spectrum management systems. Facilitate sprint planning, retrospectives, and daily stand-ups, ensuring seamless cross-functional team alignment.
  • Scope and Requirements Definition: Collaborate with stakeholders to define software, data, and spectrum management solution requirements. Develop Concepts of Operations (CONOPS), technical architectures, and team structures that align with mission objectives and compliance standards.
  • Spectrum Management Oversight: Provide subject matter expertise (SME) in spectrum management to ensure that the integration of spectrum-related capabilities is optimized within the overall program. Understanding of federal spectrum regulations, and work with government agencies to mitigate spectrum interference and optimize spectrum usage for mission-critical systems.
  • Software and Data Solutions Management: Oversee the development and integration of scalable, secure software and data-driven solutions, including cloud applications and spectrum management tools. Ensure the proper handling of sensitive data, compliance with federal security standards, and integration with APIs, databases, and cloud solutions.
  • Web Application Development: Lead the development of secure, user-friendly web applications meeting functional and non-functional requirements. Ensure seamless integration between front-end and back-end developers, and prioritize the deployment of spectrum-related software features.
  • Agile Process Implementation: Implement and continuously refine Agile processes, including Scrum and Kanban, to optimize the Software Development Lifecycle (SDLC). Drive continuous improvement through feedback loops, iterative development, and process refinement.
  • Stakeholder Communication: Communicate project status, milestones, risks, and solutions to stakeholders at all levels. Use tailored reporting methods, including dashboards and data visualizations, to keep leadership and team members informed of progress.
  • Integration of Systems Engineering and Programmatic Elements: Ensure that technical solutions are fully integrated with programmatic, business, and personnel management elements. Tailor program management and systems engineering processes to meet project-specific needs.
  • Budget and Resource Management: Develop and manage project budgets, ensuring alignment with scope and performance requirements. Identify risks and adjust resources to mitigate challenges while maintaining budgetary compliance.
  • Risk Management: Proactively identify and manage risks related to spectrum management, software, data systems, and overall project execution. Develop mitigation strategies and collaborate with cross-functional teams to implement solutions.
  • Acquisition Planning and Source Selection: Lead efforts in acquisition planning, vendor management, and source selection, ensuring procurement aligns with project goals and technical specifications, including compliance with spectrum management requirements.
Minimum Qualifications:
  • Bachelor's degree in Project Management, Information Systems, Engineering, Computer Science, or a related field.
  • Spectrum Management Experience: Demonstrated experience working with spectrum management systems, policies, and regulations, particularly in a federal or defense environment.
  • Agile Software Development Familiarity: Deep understanding of Agile methodologies, including Scrum and Kanban, with experience delivering software and data solutions in cloud-based environments.
  • Experience Managing Agile Teams: Proven experience leading Agile teams in the delivery of complex software and data solutions, with familiarity in DevOps practices and continuous integration/continuous deployment (CI/CD) pipelines.
  • Excellent Communication Skills: Ability to clearly communicate technical concepts, including spectrum management, to both technical and non-technical audiences.
  • Experience with Project Management Tools: Proficiency in Jira, Confluence, Trello or similar platforms for managing Agile projects.
  • Security Clearance: Ability to obtain a SECRET security clearance (U.S. citizenship and background investigation required).
Desired Qualifications:
  • Experience with the DoD Spectrum Certification Process: Experience in initiating new certification requests for spectrum dependent systems, or processing certification requests on behalf of the DoD or NTIA.
  • Technical Certifications: Agile Certified Practitioner (ACP), Scrum Master (CSM), Project Management Professional (PMP), or similar.
  • Software and Cloud Certifications: AWS Certified Solutions Architect, Azure Fundamentals, or Google Cloud Professional certifications.
  • Experience with Modern Programming Languages: Familiarity with programming languages such as Python, Java, JavaScript, and data platforms such as SQL, NoSQL, and data lakes.
  • Experience with APIs and Cloud Infrastructure: Knowledge of cloud infrastructure, API management, and security protocols for web applications.
