Toeroek Associates is a dynamic small business provider of specialty consulting and analysis services to the U.S. Government. We are seeking a qualified candidate for the position of Nuclear Stockpile Manager located at Ft. Belvoir, VA on a current contract.
The Nuclear Stockpile Manager is responsible for all nuclear accountability activities delegated by the Joint Staff to DTRA, including supporting and implementing the requirements of the Nuclear Weapons Stockpile Memorandum (NWSM). Coordinates stockpile management activities with the Navy, Air Force, Department of Energy, the Joint Staff, and other stakeholders. Monitors reporting of stockpile activities into the Defense Integration and Management of Nuclear Data Services (DIAMONDS) / DIAMONDS Next Generation database and ensure that data tables within the database are accurate and up to date. Assists as needed with the nuclear stockpile history database and coordinates support in determining history classification.
Computer database knowledge and html / Oracle backdoor entry support of the DIAMONDS database is essential. Software development experience on DIAMONDS is desired.
Duties include:
Assisting the DTRA Accountability Chief in the daily management and oversight of the DoD nuclear stockpile.
Reviewing, validating, assessing, and assisting in the development of nuclear weapons accountability policy and procedures, and accountability applications; reporting and coordinating any shortfalls or changes.
Monitoring nuclear weapons stockpile for inventory compliance.
Coordinating nuclear weapon shipments; approving/creating Material Transfer Orders (MTO) and Movement Tracking Number (MTN); approving Nuclear Ordnance Shipping Schedule.
Liaison with Navy, Air Force, Joint Staff, Department of Energy, and other stakeholders to manage the annual stockpile goals set out in the NWSM.
Creates new DIAMONDS/DNG database entries and reports as required.
Reviews and provides Quality Control/Quality Assurance for DIAMONDS stockpile data entered by others.
Creates/submits nuclear reports (NUREP) into DIAMONDS/DNG on behalf of DOE and coordinates corrections to NUREPs submitted by the Air Force and Navy.
Responds to inquiries regarding the stockpile management status and history.
Responds and implements changes in nuclear weapons classification policy.
Supports management team with actions that may include: Produces bi-monthly status reports; creation of minutes from conferences/meetings related to nuclear stockpile issues; attend/coordinate meetings; prepare background materials, briefings, and talking points; prepare/present technical reports regarding stockpile management, nuclear classification issues, and nuclear stockpile management.
Demonstrates sound and proven Operations Security (OPSEC) practices, ensuring classified/sensitive information associated with the performance of the contract will be properly protected.
Compiles with all DoD requirements for marking, handling, storing, and transporting classified documents, working papers, notes, media, etc. while in possession of the contractor.
Required Education/Experience:
BA/BS Degree or higher in related field.
Minimum of four (4) years related DoD nuclear weapons munitions accountable systems officer (MASO), nuclear weapons accountable officer / NCO, or DTRA stockpile manager experience and/or experience using DIAMONDS.
Requires extensive knowledge of nuclear weapons systems and nuclear stockpile management.
Proficient in Microsoft office products including Word, Excel, PowerPoint, Oracle and related html databases.
Requirements
Final DOD Top Secret with SCI eligibility (must currently have or within past two years or less).
Work onsite at DTRA within a SCIF.
Desired:

This position's target salary hiring range is $110,000 - $150,000 annually, DOQ. This is a good faith and reasonable estimate of the base compensation at the time of posting.
