The Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory General Engineer or Operations Research Analyst to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base near Layton UT.
This position (988292) may be filled as an NH-0801-04 or NH-1515-04, which has an anticipated 2025 salary range of $124,531- $190,424 (locality pay included). There is potential for a Group Retention Incentive in addition to basic salary.
This position is not eligible for full-time telework or remote work because of the sensitive nature of the work. Situational Telework may be authorized on a case-by-case basis.
Permanent Change of Station (PCS) will be covered. Recruitment incentives and or relocation costs might be offered upon review of qualifications and other significant factors.
The primary purpose of this position is to serve as the Chief of Test and Test and Evaluation (T&E) Organizational Senior Functional (OSF) for the Air Force Nuclear Weapons Center ICBM Directorate. The incumbent serves as an expert in the field of developmental testing, supporting the ICBM Directorate's mission in all activities related to test. This is a unique and exciting opportunity to join the ICBM Systems Directorate.
DUTIES:
- Serves as the Directorate Chief of Test and T&E OSF for the ICBM Systems Directorate, managing test resources and infrastructure requirements identification and definition, solution advocacy, and project planning, budgeting and execution, to meet the needs of ICBM programs in concept exploration, development, fielding, and sustainment phases.
- Provides guidance to Directorate leadership, test programs, and test-coded personnel. Integrates multi-program requirements to modernize, enhance, and maintain test infrastructure.
- Ensures T&E capabilities and infrastructure are prioritized, advocated for, and delivered to meet the Directorate programs' timelines.
- Provides technical authority, advice, and support on T&E matters to senior leaders, Chief Development Testers, and Test Managers.
- Develops, operates, maintains and sustains multi-program test facilities/capabilities in support of ICBM programs and other DoD/government programs.
- Plans and coordinates development and use of test capabilities across multiple DoD ranges and laboratories.
- Collaborates with T&E organizations (e.g., Headquarters DAF T&E office, Air and Space Force, internal T&E, etc.) to provide expert advice and ensure effective T&E management.
- Represents the Directorate at all levels of management and determines appropriate actions for T&E resource matters (including functional counterparts, AFMC HQ and Centers, SAF/AQ, USAF, DoD, NNSA, national labs, other federal agencies, industry, and academia).
- Participates in program reviews to improve quality, timeliness, and efficiency of activities relative to test resources.
- Leads the digital transformation of test activities and implements best practices in support of digital acquisition, engineering, and materiel management within the Directorate.
- As the Directorate Chief of T&E OSF, recruits, hires, trains, and develops T&E personnel in coordination with the T&E Center Senior Functional.
KNOWLEDGE AND SKILLS :
- At least 8 years of DoD testing and/or resource planning experience is typically preferred.
- Knowledge of multidisciplinary engineering, model-based systems engineering, mission engineering, modeling & simulation, data analytics, test data management, and virtualization.
- Knowledge of DoD, Air Force, and systems acquisition organizations, planning, programming, and budgeting cycles, and financial restrictions.
- Knowledge of USAF and DoD test ranges, test requirements gathering and test resource advocation processes at the USAF and DoD levels.
- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Skill in building consensus, negotiating, and resolving conflicts with various individuals and organizations, communicating effectively orally and in writing.
- Ability to plan, organize, and direct the functions of an organization and integrated digital environment, mentor, motivate, and appraise staff, and analyze, plan, and adjust work operations within available resources.
REQUIREMENTS FOR THE POSITION :

- Ability to obtain & maintain a Top Secret security clearance with special caveats and SCI eligibility is required to handle and safeguard sensitive and/or classified information in accordance with regulations.
- This is a drug testing position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving a "Practitioner" certification in "Test and Evaluation" within 24 months of appointment.
- This is a Critical Acquisition Position (CAP). Employee must execute a written agreement to remain in Federal service in this position for at least three years.

- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- A Technical Masters or Doctorate degree is highly desired.
- This position may require up to 25% travel.
