Mayvin is seeking a highly skilled SIGINT/CNE Acquisition Subject Matter Expert (SME) to provide comprehensive support for planning, execution, and assessment of acquisition activities for advanced Intelligence, Surveillance, and Reconnaissance (ISR), Signals Intelligence (SIGINT), and Computer Network Exploitation (CNE) capabilities. The SME will serve as a critical technical and programmatic lead, ensuring seamless integration of advanced technologies within operational environments.

Responsibilities :
- Develop, review, and manage acquisition documents including Statements of Objectives (SOO), Statements of Work (SOW), and Performance Work Statements (PWS)
- Evaluate contractor proposals for compliance with Request for Proposal (RFP) requirements and programmatic considerations (cost, schedule, performance, and risk)
- Prepare and assess financial reports, monitor program invoices, obligations, and expenditures, and identify financial risks
- Generate and review core business process documentation, including briefing materials and formal memoranda
- Develop and evaluate test and evaluation plans
- Initiate and revise material requirements, program management documents, test plans, and training plans for SIGINT/CNE systems
- Serve as the primary liaison for the acquisition of materiel for SIGINT/CNE programs within the command
- Lead the design, development, testing, and fielding of advanced ISR, SIGINT, and CNE capabilities
- Provide technical insight into CONUS/OCONUS communication networks.
- Oversee Test and Evaluation planning and execution
- Review and assess the maturity of engineering artifacts, CONOPs, and system architectures
- Analyze Integrated Master Schedules (IMS) to identify integration dependencies, gaps, and risks
- Work directly with stakeholders to ensure SIGINT/CNE acquisitions align with lifecycle acquisition standards.
- Develop initial recommendations and provide technical consultation to Government decision-makers
- Plan and implement SIGINT/CNE operational tactics, techniques, and procedures
- Serve as a technical lead for SIGINT/CNE research and development programs, briefing senior Intelligence Community personnel
- Coordinate internally and externally to ensure collection management, analysis, and production meet operational planning needs
Qualifications:
- Willingness to submit to and pass a Counterintelligence (CI) Polygraph
- 10 years of relevant DoD/IC experience in SIGINT and CNE
- Exceptional written and verbal communication skills
- Demonstrated ability to work independently and collaboratively within a team
- Proven expertise in SIGINT/CNE policies, authorities, and integration
Desired Qualifications:
- Current CI Polygraph.
- Experience with National Security Agency, US Cyber Command, or equivalent military operations.
- 5+ years of experience with DoD/IC Tactical SIGINT Collection Systems or SIGINT Systems Engineering.
- Understanding of the Planning, Programming, Budgeting & Execution Process (PPBE) and Joint Capabilities Integration and Development System (JCIDS).
- DAWIA Certification in Program Management, Systems Engineering, or Test and Evaluation Management, or equivalent DAU coursework.
- Bachelor's Degree in a relevant field from an accredited university.
