Currently, ManTech is seeking a motivated Senior Military Operations Analyst with an active Secret clearance to join our Solana Beach, CA team. This a Part-Time On-Call (PTOC) position.

Responsibilities include but are not limited to:
  • Develop master planning documents for training ranges, capturing government investment plans, required environmental compliance actions, encroachment mitigations, and outreach strategies in accordance with government procedures.
  • Document required range capabilities and design alternatives based on established training objectives and collect data for range instrumentation.
  • Prepare reports and briefings summarizing range support requirements, identified deficiencies, and planned investments for various range programs and systems.
  • Document intended range plans, standard operating procedures (SOPs), operating instructions, and maintenance instructions.
  • Monitor range operations and documentation as needed.
  • Maintain liaison with operators, local, and regional range managers to identify innovative solutions to training needs and resolve encroachment issues.
  • Conduct briefings and meetings in accordance with contractual and company requirements.
  • Serve as a technical specialist in preparing a variety of National Environmental Policy Act (NEPA) documentation and related resource management and state and Federal permitting documents.
  • Collect military training information through field surveys, interviews, and document reviews, leading ongoing training support planning work and developing related technical documents and studies.
  • Coordinate across multiple clients, resource agencies, and technical staff to prepare military training support documents and related technical studies.
  • This is a part-time, on-call (PTOC) position. The selected candidate will be expected to work on an as-needed basis, with hours varying based on business demands.


Minimum Qualifications:
  • A Master's degree in Natural Resource Management, Environmental Science, or a related discipline, with a professional certificate in Natural Resource Management.
  • A minimum of 15 years of experience in military operations and training, with specific experience in the following:
    • Extensive experience working with DoD and Government Agencies in the SOCAL Area of Responsibility (AOR).
    • Demonstrated experience leading analytical, technical, or operational projects for DoD clients.
    • Subject matter expertise in Navy and Marine Corps training operations and familiarity with Air Force and Army use of Navy training ranges.
  • Ability to travel within the U.S. and occasionally to other locations in the SOCAL region as needed (up to 25%).


Preferred Qualifications:
  • Experience with established training objectives and requirements for the Navy and Marine Corps, as well as understanding Air Force and Army training ranges.
  • Strong analytical, technical, and operational project management skills.
  • Ability to collaborate effectively with cross-functional teams, government stakeholders, and contractors.
  • Strong initiative, sound judgment, and effective decision-making abilities.
  • Excellent customer relations, oral, and written communication skills.
  • Experience with Microsoft Office and Google products, geographic information systems (GIS), and data management.
  • Ability to manage multiple projects with competing priorities and deadlines.


Clearance Requirements:
  • Must be a U.S. Citizen and be able to obtain and maintain a Secret clearance prior to starting this position.


Physical Requirements:
  • Ability to remain stationary for extended periods while working at a desk or computer terminal.
  • Ability to lift and transport materials or equipment weighing up to 25 pounds, such as presentation materials, event supplies, and other outreach-related items.
  • Ability to conduct site visits and outreach activities, which may involve navigating various environments, including outdoor settings or venues.
