This position supports the Department of Labor and the Office of Labor-Management Standards in modernizing the Electronic Labor Organizational Reporting Systems (e.LORS). The objective is to replace the existing legacy systems with a modernized solution. Personnel will provide data-driven information technology (IT) solutions, services, and data management for custom application development, operations, and maintenance to modernize the e.LORS mission support system onto the DOL Enterprise Data Platform (EDP).

Clearance Requirements
- Must be willing and able to obtain and maintain Public Trust Clearance.
- Requires successful completion of National Agency Check with Inquiries (NACI) clearance.
Essential Role and Responsibilities
- Work with the Program Manager to implement methods and technical data solutions to improve data reliability and quality.
- Lead technical planning and requirements gathering for the integration of data exchanges between the legacy e.LORS, modernized e.LORS systems, and the DOL Enterprise Data Platform (EDP).
- Ensure data efforts follow technical standards, best practices, and align with the architectural vision.
- Leverage API DevOps processes to continuously iterate on approved API and ETL strategies, development, and lifecycle maintenance activities.
- Evaluate user requests for business process automation using Appian BPM models and the DOL Software Development Lifecycle Model (SDLCM).
- Participate in team design meetings, daily scrum meetings, and other development meetings.
- Present data-related presentations to senior levels of the customer's organization.
- Establish and maintain data information assurance deliverables, ensuring conformity to information assurance standards, guidelines, and best practices.
Responsibilities
Strategy & Planning
- Meet with decision-makers, systems owners, and end-users to define business and operational requirements, systems goals, and identify and resolve systems issues.
- Lead design sessions in prototyping new systems to enhance data processes, operations, and information process flow.
- Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging functionality.
- Identify and establish scope and parameters of systems analysis to define outcome criteria and measure-taking actions.
Acquisition & Deployment
- Collaborate in the planning, design, development, and deployment of new applications and enhancements to existing applications.
- Conduct research on industry migration best practices to justify recommendations and support project efforts.
Operational Management
- Determine database structural requirements by analyzing client operations, applications, and programming; reviewing objectives with clients; evaluating current systems.
- Develop database solutions by designing proposed systems, defining database physical structures, and functional capabilities, security, backup, and recovery specifications.
- Install database systems by developing flowcharts and entity relationship diagrams, applying optimum access techniques, and coordinating installation actions.
- Maintain database performance by identifying and resolving production and application development problems, calculating optimum values for parameters, and evaluating new releases.
- Prepare users by conducting training and responding to user questions.
- Provide database support by coding utilities, responding to user inquiries, and resolving problems.
- Update job knowledge by participating in educational opportunities, reading professional publications, and maintaining personal networks.
Qualifications
Education
- Bachelor's degree in Computer Science/Engineering or other relevant discipline.
- An advanced degree in the same field with 2 years of experience may be substituted.
Experience
- Minimum 7+ years using Agile development tools and methodologies, with proven experience in overseeing the design, development, and implementation of software and data solutions.
- 7+ years of proven experience in the operation and analysis of database hardware, software, and standards, as well as data retrieval methodologies.
- 5+ years of experience developing requirements for Appian, Oracle, DB2 solutions, including integration capabilities and deployment options.
- Experience with database design, data maintenance, database security, database management, requirements analysis, teamwork, project management, presenting technical information, training, and operating systems.
- Excellent analytical and creative problem-solving skills.
- Excellent written and oral communication skills.
- Ability to communicate ideas in both technical and user-friendly language.
Certifications
- Certified Oracle Database Administrator.
- Preferred Project Management Professional certification (e.g., PMP, Agile Certified Practitioner).
- Additional certifications related to Appian, Oracle, and DB2 solutions are advantageous.
