Quantum Research International, Inc. (Quantum) is a certified DoD Contractor providing services and products to US/Allied governments and industry in the following main areas: (1) Cybersecurity, High Performance Computing Systems, Cloud Services and Systems; (2) Space and Ground Support Systems; (3) Aviation Systems; (4) Missile Systems; (5) Artificial Intelligence/ Machine Learning Systems and Experimentation/Training; and (6) Audio Visual Systems and Services. Mission:
Quantum's Test and Experimentation Sector utilizes advanced data collection, display, and analysis tools at both established test ranges and austere field locations. This enables real-time insight into system-level performance data, including tracking of systems, warfighters, and the test environment. The feedback provided allows programs to rapidly assess performance using test-fix-test methodologies, develop tactics, techniques, and procedures (TTP), or quickly retrain AI systems to meet mission needs. Quantum continuously innovates to automate data processes, enhancing the overall customer experience.
About the Role:
Quantum is seeking a highly skilled and experienced Program Manager to join our team as a Department of Defense (DoD) contractor. The ideal candidate will have a strong background in Joint Test and Evaluation (JT&E), experimentation, and cloud hybrid data collection at the forward edge. This role requires a strategic thinker with excellent leadership and project management skills capable of driving innovative solutions in a dynamic and fast-paced environment. Former military service is a key requirement for this position, ensuring that candidates have a deep understanding of military operations and culture.

Responsibilities:
- Lead and manage test & experimentation projects from inception to completion, ensuring alignment with DoD goals and objectives.
- Develop and implement strategic plans for data harvesting and curation initiatives, focusing on the forward edge and real-time data acquisition.
- Supervise and mentor a multidisciplinary team of engineers, scientists, and analysts, fostering a collaborative and high-performance culture.
- Collaborate with DoD stakeholders, partners, and external vendors to ensure project requirements are met and expectations are exceeded.
- Oversee resource allocation and timelines, ensuring efficient use of resources and adherence to schedules.
- Design and conduct rigorous test and experimentation protocols to validate AI models and data collection methods in operational environments.
- Identify potential risks and develop mitigation strategies to ensure project success and mission continuity.
- Prepare detailed reports, presentations, and documentation for senior leadership and DoD stakeholders, highlighting project progress, outcomes, and recommendations.
Required Skills and Qualifications:
- Master's degree in Computer Science, Engineering, Data Science, or a related field (Bachelor's degree with suitable experience may be acceptable).
- Minimum of 10 years of experience in program management within the DoD or defense contracting sector, with a focus on test and experimentation and/or cloud-based operations for tactical units. Former military service is required.
- Proficiency in AI technologies, data collection methodologies, and test & experimentation frameworks. Experience with forward edge data operations is highly desirable.
- Proven track record of leading and managing cross-functional teams in a high-stakes, fast-paced environment.
- Excellent verbal and written communication skills, with the ability to convey complex technical concepts to non-technical stakeholders.
- Top Secret with SCI eligibility
