The Southern California (SOCAL) Fleet Operational Readiness Division, Code 25, manages the air, surface, submarine, and combat system test and analysis, weapon evaluation, mobile target, tactical exercise analysis, magnetic signature reduction, and range support programs assigned to the Department's Southern California operations. Code 25 prepares, operates, maintains, and repairs underwater acoustic tracking instrumentation, mobile Anti-Submarine Warfare (ASW) targets MK 30, unmanned underwater vehicles and other ASW targets. They provide and conduct direct liaison with Southern California Offshore Range Extension (SCORE) and Fleet range users on matters dealing with underwater range scheduling, underwater tracking instrumentation, and technical support services for range/off-range operations. In addition, they perform aircraft, surface ship, and submarine shipboard electronic systems evaluation and radiated noise measurements, analysis, and reporting. They support the Department's ship test and analysis functions in Southern California. They operate and maintain the San Clemente Island Underwater Range (SCIUR), Fleet Operational Readiness and Accuracy Check Site (FORACS) and Shipboard Electronics Systems Evaluation Facility (SESEF) ship test ranges in the Southern California area and the Magnetic Silencing Facility (MSF) treatment and measurement facilities.
Reporting to the Program Manager, the Computer Operator IV on the San Diego Detachment Support Services contract. This position is located in San Diego, CA.

What You'll Do
- Set up databases in with Microsoft Lists.
- Use Microsoft Power Apps platform to create a low-code application that records logs of personnel, projects, the relationships between the two.
- Incorporate the App into an existing application to create a more holistic data tool intended to reduce the manual burden on financial personnel.
- Work with financial personnel to incorporate project tracking tools into the App so they can keep track of budgets over time. This includes monthly assessments that record the status of various categories for each project concerning staffing, budget, risk profile, and more.
- Pilot user interaction with the applications, gathering feedback and incorporating workflow alterations to ease the use and understanding of the process.
- Create a semantic model (database) with Power BI to give stakeholders an overview of a project's financial status and to show monthly assessment information, giving them concise metrics to use in the decision-making process.
- Create Power BI dashboards to visualize data in an easy-to-follow design and give users varying levels of specificity depending on their needs.
- Work with government leads to create and envision future processes for project record-keeping, catalyzing a transition from using excel as a database to programs more appropriate for large-scale data collection.
- Provide detailed analysis, program planning preparation and execution services, and related specified services for the San Diego detachment.
- Plan, obtain, and coordinate the varied office services required by individual projects.
- Operate with minimum supervision and express discretionary authority.
- Receive and respond to customer questions/problems regarding on-line systems.
- Observe operation of the computer to detect errors, machine stoppage or faulty output.
- Make necessary adjustments or notifies supervisor of unusual or difficult problems with computer operations.
- May perform the role of Data Entry Operator, keying data, and basic maintenance.
- Develop and implements new processes and procedures when necessary.
- Acts as an intermediary with respect to management and the computer support function.
- Create financial spreadsheets for use by senior government officials.
- Create and maintain financial 'Dashboard' spreadsheet.
- Import Labor and Non labor spreadsheet to various database(s).
- Assist the government customer with collation of financial data to ensure knowledge of available funding.
- Import and evaluate actual funding increments to database.
- Update Project Plan to financial databases.
- Develop analysis to forecast EOY fund balances.
- Update required and non-required training on WIKI site.
- Update Weekly financial reports on WIKI site.
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- HS Diploma required.
- At least three (3) years of experience providing computer operator support and creating training procedures/plans, Standard Operating Procedures (SOPs), test plans, etc.
- Must have experience with Navy-applicable techniques and be familiar with Navy software applications and process's, including SharePoint and the standard Microsoft Office Suite with advanced Excel skills (i.e., Pivot tables, formula development, etc.) and Access working knowledge for database management.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

- Fusion/WIKI/JIRA experience is desired.
