Job Summary:
Responsible for managing entire proposal process, including all phases of development and production. Responsibilities include providing and/or managing responses to a variety of solicitations, working both independently and in a team environment. Provides guidance to proposal teams through the various stages of proposal planning, development, coordination, production and delivery. Identifies and communicates key team members' roles and responsibilities, develops client focused proposal outlines and matrices, assignment delegation, timeline tracking and compliance. Ensures that quality proposal responses are developed and delivered to prospective clients.

Essential Functions:
- Manage the entire proposal development process
- Coordinate with business development to understand business plans and capture objectives
- Conduct strategy sessions to develop win strategies and themes, identify and assess competitors, and identify client hot buttons and main points
- Occasionally participate as a company representative on external capture team to gather important proposal information
- Participate in Bid/No Bid decision meetings and provide recommendation
- Develop and manage proposal development budget
- Perform detailed analyses of requirements documents (e.g., RFP, RFQ, SOW) and communicate the results
- Manage proposal development documentation (i.e., outline, team assignments, proposal management plan, schedule, kick-off meeting materials, writing plans, etc.)
- Establish and maintain communications among local and remote employees and teammates using collaborative tools, phone calls, e-mail, etc.
- Lead and direct the team of writers and write assigned sections of the proposal as needed
- Provide direction and coordination content for proposal graphics; acquire necessary graphics support
- Perform substantive reviews of both text and graphics, ensure the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria
- Develop written responses and re-write/edit responses as necessary to demonstrate company competitive strengths, win strategies
- Provide orientation and training for new proposal team members on the proposal development process and procedures, writing strategies, etc.
- Manage the development of corporate boilerplate and maintain the boilerplate library to include the maintenance of past proposal products
- Coordinate with pricing staff to ensure that all of the information needed to prepare the Cost Proposal is available and input is received on time
- Assist with writing a Statement of Work (SOW) and other technical data-as required
- Coordinate and obtain signoff on proposals by senior managers
- Participate in the negotiations when necessary to support our proposal
- Attend win/loss debriefings and assist with developing lessons learned
- Develop and continuously improve the company's proposal development processes
- Confirm, from appropriate sources, the availability of staff and/or facilities needed for project (often carried out in conjunction with supervisor and the functional department manager)
- Ensure that all documentation relevant to the project is retained in a systematic way so that, in the event of a winning bid, the documentation may be handed over to the project manager during project initiation
- Manage Requests for Information (RFI) to include Market Research, Sources Sought, and other requests, as required
- Assist in development of White Papers, as required
- Able to work evenings or on weekends on occasion to meet proposal deadlines
Knowledge Skills and Experience:
- BS or BA degree in a related critical thinking field
- 10 years relevant proposal management experience in the federal marketplace
- Superior communication, writing, formatting, editing, and proofing skills
- Expert skill level with InDesign, MS Word, PowerPoint, Excel, and Visio
- Able to collaborate and work effectively as a team leader
- Interpersonal skills to interact with all levels of management
- Work well independently and as part of a team in a fast-paced, deadline-oriented work environment, completing multiple complex tasks simultaneously
- Time management, analytical, problem-solving, and organizational skills
- Strong attention to detail and accuracy
Preferred Qualifications:
- MS/MA from an accredited institution
- Highly Preferred but not required: Top Secret Clearance with SCI eligibility
- Formal Proposal Manager training
