The AF/A1 Digital Transformation Activity (A1 DTA) mission is to deliver a global 24/7 Total Force personnel service capability providing integrated, standardized systems for 1.7 million Total Force Airmen, retirees, and family members. The A1 DTA manages the centralized A1 Enterprise Architecture (EA) domain repository databases created by the various A1 domain architects. As the A1 DTA architects the office also develops architecture artifacts capturing organizational activities, business processes, data capture and transfer as well as all related IT hardware and software infrastructure. The development platform currently in use is UNICOM System Architect (SA) and the framework is the Department of Defense Architecture Framework (DoD-AF).

Federated IT seeks a highly qualified Senior Enterprise Architect to perform the following tasks:

• Review existing architecture to ensure compliance with established standards, conventions, and structure of the Air Force. The contractor shall produce/brief review findings as required, shall manage and maintain control access to the A1 DTA databases with user access to the server, to include version control, migration, and archiving of the A1 DTA architecture products, and develop RMF artifacts to support ATO packages.

• Conduct annual reviews of A1 DTA EA diagram repository with process owners to determine changes and updates to diagrams while reviewing existing architecture to ensure compliance with established standards. Contractor shall prioritize critical business functions and produce review finds as required from development repository to production environment.

• Develop new and future architecture models and maintain current A1 DTA EA models required to support A1 DTA initiatives. This includes, but not limited to, developing Risk Management Framework (RMF) artifacts to support Authorization to Operate (ATO) packages; support the A1 DTA requirements process and platforms (such as Talent Management Integration Suite (TMIS), Customer Relationship Management (CRM), Talent Management Data Environment (TMDE), Outsystems and other platforms implemented) using the DoDAF framework. Document and update definition and architecture activities within the EA tool ensuring EA diagrams comply with established standards, conventions, and structure from development database repository to production database environment.

• Develop and maintain Business Process Modeling (BPM) documentation to support A1 DTA internal processes and analyze, identify, and incorporate updates/improvements to guidance, policies, and procedures into the A1 DTA business processes. Identify and prioritize critical business functions in collaboration with organizational stakeholders. The contractor shall ensure compliance with established standards, conventions, and structure with review findings, as required, to upload for finalization of the architecture from development repository to production environment.

• Develop and maintain A1 DTA Portfolio capability roadmaps depicting the major delivery efforts anticipated or underway in and/or impacting the A1 DTA Domain.

• Participate in monthly EA Configuration Control Board (EACCB) review. The EACCB will review architecture diagrams for changes and/or promotion to the production environment for inclusion in AF/A1s repository’s production environment.

• Review response to Information Support Plans impacting the A1 DTA Portfolio. Maintain awareness of AF and DoD strategy and plans for structure to support enterprise architecture and requirements toolsets.

• Coordinate and review the Business Enterprise Architecture (BEA) compliance submissions and facilitate resolution of compliance issues supporting annual funding certifications. Inspect compliance fields in the Information Technology Investment Portfolio Suite (ITIPS): pass data, list of interfaces, what BEA version asserted to, and BEA compliant.

• Attend EA related working groups, forums, and meetings to remain informed and engaged on latest activity, policies, and procedures for process improvement.

• Document the implementation of a new system or new interface between systems and how it impacts the current and target environment within the UNICOM development platform. Apply the methods, standards, and approaches for describing, analyzing, and documenting an organization’s enterprise information technology (IT) architecture (e.g., Department of Defense Architecture Framework (DoDAF)). Additionally, the contractor shall ensure that A1 Service Desk personnel meet the requirements of DOD and AF Cybersecurity policy.

Required Experience and Years of Experience (Minimum): 7 years of experience applying management skills and specialized functional and technical expertise to support complex projects applying the organizing principles, methods and tools of enterprise architecture. Senior Enterprise Architects provide subject matter expertise in industry, process and/or technology areas and have specific knowledge of specific methods including, architecting enterprise strategy, enterprise architecture development & management, business process design and re- engineering, investment decision making and support for solution architecture development/management.

Other Required Competencies (Minimum): Must be versed in interfacing with senior program and functional leadership in the development and subsequent management of organizational plans and supporting the development of business strategies, and its application to and alignment with processes and information technology strategy.
