Position Overview:

ANSER is seeking a Workforce Analyst to support a federal program in cybersecurity planning, analysis, development, and promulgation of cybersecurity strategies. In this role you will provide workforce subject matter expertise to advance research and specialized analyses of cyber workforce policies, plans, and processes.

Day to Day Responsibilities:

  • Provide coordination and logistics to cybersecurity workforce efforts to advance them within DoD CIO. Support integration of cyber workforce policy, governance, recruitment, retention, and professional development programs into strategic plans and implementation initiatives
  • Provide specialized expertise to develop recommendations materials supporting implementation of a framework for the DoD Cyber Workforce. Prepare strategic communication through the development and maintenance of briefs, speeches, talking points for senior leaders, and other communication materials regarding the frameworks employment.
  • Develop and provide content to external knowledge services for revisions. Provide staff with advanced workforce and organizational development experience who can validate content and methodology.
  • Assist in optimizing advance cyber training and certification programs.
  • Develop strategic communication products on cyberspace and cybersecurity workforce initiatives and manage public-releasable content. Identify and execute strategic outreach activities that align with program goals.
  • Coordinate with external offices to facilitate continued integration of CES the larger workforce strategy.
  • Research and provide daily briefs on DoD and Federal Cybersecurity workforce initiatives.
  • Support cybersecurity workforce goals through international and inter-agency engagement.
  • Support cybersecurity workforce-related reporting by coordinating the integration and analysis of cybersecurity workforce data.
  • Support advancement of DoD Cyber functional initiatives such as education, training and exchange programs to enhance workforce professional development.
  • Assist with ensuring CS equities are properly embedded into the acquisition workforce by leading representatives from across the Department in addressing strategic direction, curriculum requirements, development of learning modules, professional development, and assessment of the health and welfare of the IT Acquisition Workforce.
  • Provide support to the IT Acquisition Workforce FIPT including plan and organize quarterly meetings of the IT FIPT, a cross- Service working group, meetings with the Defense Acquisition University (DAU), and with other Acquisition, Technology, and Logistics acquisition career fields.
  • Participate with DAU in improving the DAU IT courses, in support of the IT Functional Leaders role to establish, oversee, and maintain the education, training, and position standards for the IT acquisition workforce.
  • Evaluate and perform root cause analysis of audit and examination Notices of Findings and Recommendation (NFR). Develop and assist with implementation of remediation plans.
  • Assist in metric alignment with FISMA data and the development, sustainment, and improvements to DoD Cybersecurity Scorecards
  • Establish and satisfy complex enterprise-wide cybersecurity requirements based upon the analysis of user, policy, regulatory, and resource demands.
  • Assist in tracking the DoD Ports, Protocols, and Services Management (PPSM) Program policy development.
  • Support ongoing and future enhancements of a seamless integrated enterprise-wide decision structure for cybersecurity risk management (RMF) that aligns to guidance and policy.
  • Create and maintain capability deployment concept of operations and strategy document outlining capabilities, gaps, deployment timelines, roadmaps, and measures of effectiveness and performance.

Required Qualifications:

  • Active Secret Clearance
  • Bachelors degree related field to information technology or human resources and workforce development.
  • Five (5) or more years progressive relevant experience providing workforce analysis and planning to government or defense agencies.
  • Demonstrated understanding and knowledge of cybersecurity standards.
  • Knowledge of Department of Defense (DoD) acquisition programs, systems and infrastructure.

Preferred qualifications:

  • Previous experience presenting or briefing high level stakeholders, military officials and policy makers.
  • Understanding and knowledge of FISMA and cyber hygiene.
