Strategic Planner - Clearance Required

Job Description:

We are seeking a highly motivated and skilled Senior Engineering Strategic Planner to join our team in providing technical support for the NAVSEA PEO IWS 11 Terminal Defense Systems Support Contract. As a Senior Engineer, you will provide support to the Terminal Defense System (TDS) PEO IWS 11 Rolling Air Frame (RAM) and Close-In Weapon System (CIWS) programs. You will be responsible for assisting in the development and implementation of technical solutions, as well as providing technical support to our clients.

Responsibilities include:

• Provide senior advisory engineering/technical support in the areas of design, safety, and electromagnetic environmental effects.
• This task includes review of plans, schedules, tests and test results, data packages, etc. required to maintain the design, safety and Electromagnetic Environmental Effects.
• Review, analyze, and evaluate Test and Evaluation programs including documentation and test execution, contract compliance, and consistency with overall program objectives.
• Provide technical assistance for T&E firings.
• Provide program Technical Directors with the evaluation of contract proposals, contract deliverables, specification changes and waivers. Prepare technical documentation, senior level briefings and other reporting requirements. Actively participate in the program meetings: Interface Working Groups, Safety Working Group, driving the resolution of issues. Prepare technical documentation, senior level briefings and other reporting requirements.
• Provide strategic and programmatic planning. Review and provide technical review on pertinent specifications, program plans, test plans, contractor documentation, work plans, failure diagnoses, proposals, etc. for both the missile and launching system. Support technical presentations.
• Provide the planning, documentation, generation of schedules and other documentation required to initiate system upgrades.
• Provide technical inputs, in the areas of cost effectiveness, risks, programmatic planning etc. when reviewing potential avenues for countering new threats.
• Provide technical inputs integration methodologies according to various ship classes, CDS capabilities, and available sensors. Review and provide comments on firing policies, interface changes, and operator workloads.
• Participate in Integration studies and meetings as required. Provide technical review and comments on simulation planning, proposals, and results.
• Assist in the management of digital efforts including development, security, and operations (DevSecOps) and Agile development-related efforts.

Here's what you need:

• 15 years DoD/Navy engineering, Government technical management, or Industry engineering
• Bachelor's degree in engineering or a related field
• Strong technical skills and understanding of engineering principles
• Experience with technical analysis, design, and development
• Excellent communication and collaboration skills
• Ability to work independently and as part of a team

Bonus points if you have:

• Master's level degree in any engineering discipline
• Supervisory experience
• Experience with DoD sensors, command and control, and weapons in the Detect to Engage Fire Control Kill Chain
• Experience communicating with SES/Flag level Personnel
• Experience with DoD/DoN procedures and Policies (DoD 5000 process)
• Experience with Naval Science and Technology (S&T) Strategies and Future Naval Capabilities (FNC) programs
• Experience with Foreign Military Sales
• Experience with Systems Engineering and MBSE Software and Tools (SysML, Rhapsody, Enterprise Architecture, Cameo Magic Draw, MATLAB, CATIA, etc.)
• Experience with Agile and DevSecOps methodologies
• Experience with M&S

Security Clearance:

• Active Secret Clearance Required

Education:

• Four years of education leading to a bachelor's degree in engineering (or the equivalent years of specialized experience).
