The Task Order Program Manager oversees all activities performed by contractor personnel, including subcontractors and teaming partners, to meet the AFCENT Network Operations Service Center (NOSC) contract's requirements.
This position is contingent upon award
Essential Responsibilities:
• Team Formation and Leadership, including:
o Identify and hire qualified personnel for various roles within the team.
o Ensure team members receive necessary training and professional development to fulfill their roles effectively.
o Foster a collaborative and cohesive team environment.
• Project Planning and Management, including:
o Establish clear goals and objectives for the operations center.
o Create detailed project plans, including timelines, milestones, and resource allocation.
o Track project progress against plans and adjust as necessary to meet deadlines.
o Scheduling, coordinating, and participating in a kick-off meeting with the government within 30 days of the award.
o Preparing and executing a transition-in plan to assume responsibility for all services, manning, and physical resources.
o Preparing a transition-out plan to facilitate the seamless transfer of support services to successor contractor or government personnel.
• Resource Management, including:
o Manage budgets and allocate resources efficiently to support operational needs.
o Ensure the team has access to necessary tools and technologies for effective operations.
• Operational Oversight, including:
o Delegate tasks to team members based on their skills and the operational requirements.
o Oversee daily operations, ensuring tasks are completed on time and to the required standards.
o Implement processes for quality control and ensure compliance with DoD standards and regulations.
• Communication and Coordination, including:
o Communicate with stakeholders, including senior management, to provide updates and gather feedback.
o Collaborate with other teams and departments to ensure alignment and integration of efforts.
o Participating in status meetings and program management reviews (PMRs) to discuss contract performance.
o Developing and providing monthly program status reports to keep the government informed of progress, issues, and concerns.
• Risk Management, including:
o Assess potential risks to the project or operations and develop mitigation strategies, per our Risk & Opportunity process.
o Oversee procedures for responding to incidents or operational challenges.
• Reporting and Documentation, including:
o Ensure all operational activities are documented accurately for accountability and compliance.
o Prepare regular reports on team performance, project status, and operational metrics for senior leadership.
• Continuous Improvement, including:
o Review operational processes regularly to identify areas for improvement.
o Establish mechanisms for team feedback to enhance operations and team dynamics.
Essential Required Experience & Skills:
• Secret clearance
• Project Management Professional (PMP) certification
• Information Technology Infrastructure Library (ITIL) Foundation certification
• Master of Business Administration (MBA) or Master of Science (MS) in a related field with 10 or more years of experience
• Familiarity with DoD, USAF, USCENTCOM, and USAFCENT directives

• Master of Business Administration (MBA) or Master of Science (MS) in a related field with 10 or more years of experience
Travel:
• Occasional CONUS TDY travel for meetings and training.
