Koniag Professional Services,LLC, a Koniag Government Services company, is seeking a Security Cooperation Financial Management Program Manager with a Secret Clearance to support KPS and our government customer in Arlington, VA. This is a Hybrid Opportunity 1-2days required onsite.

• Knowledgeable in DoD financial management and accounting systems, regulations, and publications
Education:
• Bachelor's degree in a computer science, information technology, or computer related discipline or relevant experience in lieu of a degree.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
- The Contractor shall ensure the sustainment of the Defense Security Cooperation Agency's (DSCA) end-to-end Business Enterprise Architecture (BEA), covering critical financial and operational processes such as Budget to Report, Cost Accounting, Budget Formulation, Procure to Pay, Acquire to Retire, Time and Labor, Grant Management, and Order to Cash.
- Participate in weekly team meetings to discuss day-to-day operations, including the review of performance metrics, open tickets, and other issues impacting day-to-day operations. The Contractor shall provide an agenda 48 hours prior to the meeting and document/submit meeting minutes as stipulated in the Meeting Minutes protocol.
- Participate in monthly COR meetings to discuss contract performance. Discussions may include strategic changes, contract staffing, monthly status reports, and other topics that may impact contract performance. The Contractor shall provide an agenda 48 hours prior to the meeting and document/submit meeting minutes according to the Meeting Minutes protocol.
- The Contractor shall prepare a work breakdown structure (WBS) to effectively organize project tasks and ensure transparent alignment with objectives.
- The Contractor shall ensure that Independent Verification and Validation (IV&V) is performed as required to maintain the integrity and quality of the project.
- The Program Manager shall ensure that business process flows are readily available upon request to the Contracting Officer's Representative (COR) and Government Lead to facilitate oversight and understanding of operational procedures.
- The Contractor shall design, edit, maintain, and adhere to the established Integrated Master Schedule (IMS), which will reflect all tasks required to complete the effort, capturing both Contractor and Government activities.
- The Program Manager shall be responsible for the creation and maintenance of various reports, including the Helpdesk Metric report, weekly reports, training reports, organization impact assessments, communication reports, and accounting reports. They shall also prepare meeting materials, agendas, and minutes to support project communications and documentation.
- The Contractor is responsible for maintaining accurate and up-to-date configuration documentation to ensure the program's integrity and reproducibility.
- The Contractor shall ensure planning, analysis, monitoring, documentation, and control of organizational change management, including conducting business impact analyses for system enhancements and upgrades.
- The Contractor shall create and update documentation for definitions, policies, business processes, and performance measures, clarifying roles across all Defense Agency Initiative (DAI) modules.
- The Contractor shall propose recommendations and initiatives for cost reduction strategies, including
- conducting business case analysis, cost-benefit analysis, and implementing automated enterprise business solutions.
- The Contractor shall assist in optimizing processes to ensure successful programs, operations, activities, and objectives.
- The Contractor shall contribute to the conduct of risk and internal control assessments, striving to achieve
- milestones through recommended corrective actions and testing procedures.
Requirements:
• 7 years of Financial Management experience in any of the following:

- Candidates must be a US Citizen with an active Secret Level Clearance, per Government requirements
- Certified Defense Financial Manager (CDFM) or Project Management Certificate (PMP) certified
- Experience supporting Federal Financial Management business operations
- Excellent communication, customer service and organizational skills
- Must be fully fluent in MS Office applications, including Outlook, Word and Excel
- Secret Clearance required.
