Salary Range:
$110,000.00 To $125,000.00 Annually
QED Systems, LLC, is currently recruiting a Program Analyst to join our team at Fort Belvoir, VA to support our customer, Product Manager Ground Sensors (PM GS).
Duties:
Evaluate funding execution compared to budget through analysis of Contract Data Requirements List (CDRL) reporting, continuing dialogue with teammates and industry partners, review of written documents, and examination of accounting records.
Monitor and track programmatic obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports.
Ensure accuracy of budget data estimates by various modeling techniques and trend analysis of historical data.
Analyze spend plans and budget estimates for completeness, accuracy, and conformance with procedures and regulations.
Communicate with BMD Chief and other stakeholders on the status and availability of funds in different budget accounts within the program.
Verify that obligations and expenditures occur on a timely basis in accordance with the annual spend plan and regulatory controls; and are within amounts programmed.
Monitor current year execution plans, report variances, and recommend solutions to meet OSD obligation and disbursement goals.
Perform other related budget and finance administrative management functions and tasks.
Submit and brief monthly budget reports to leadership.
Support cost analysis and cost estimating for life cycle cost estimate development. Cost estimate development and validation will be performed on programs that often vary in total life cycle cost and will influence development of budget/Program Objective Memorandum (POM) within the five-year defense plan and for costs beyond the POM.
Required Skills/Abilities:
Detailed-oriented with excellent technical, verbal, and written communication skills.
Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
Must be able to clearly articulate analysis through both oral and written communication.
Required Clearance:
ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications:
Bachelor’s degree and at least eight (8) years of budget/financial Army program experience.
An additional eight (8) years of experience may be substituted for education.
Master’s degree or higher may be substituted for 4 years of experience as long as the degree is in a related field.
Travel:
Less than 10% travel is expected for this position.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces at Fort Belvoir, VA.

Be independently mobile.
Communicate effectively with co-workers and customers.
Withstand prolonged periods of sitting at a desk and computer use.
