Responsibilities
- Candidate for this position shall coordinate Earned Value Management analyses, develop processes and standards for collecting, tracking, analyzing, and disseminating cost and schedule data, perform schedule risk analyses, generate comprehensive at-completion cost estimates, and prepare formal reports and briefs.
- Develop, implement, and utilize monthly assessment techniques to ensure EVM work products are of good quality, timely, and responsive to Program.
- Analyze Contract Performance Report (CPR) data to develop Estimates At Completion (EAC) and determine expenditure rates.
- Evaluate, track, and communicate Program Budget spending projections and funding requirement changes
- Report any significant EVM issues and recommend appropriate actions to resolve the issue.
- Maintain EMPOWER database and other EVM files for historic purpose and audit tracking.
- Prepare written surveillance reports to assess EVM data as accurate, reliable, and timely.
- Ensure adequate processes are in place to assess contractor's EVM systems compliance.
- Advise other Program team members on cost, schedule, and performance trends
- Develop and update financial status PowerPoint slides for Program briefings
- Communicate and coordinate with Program Business Financial Manager
- Coordinate and participate in Integrated Baseline Reviews (IBRs).
Skills Required
Successful candidates will have strong quantitative, research, and analytical skills in addition to the following:
- Be proficient with Microsoft Office Suite (Excel, Word, Project, and PowerPoint)
- Experience in EMPOWER, Winsight, COBRA and/or other EVM software
- Ability to work onsite in Government facility with Program Customer.
- Experience with EVM process is preferred but not required.
- Ability to produce high quality and accurate reports
- Strong written and verbal communication skills
- Interest in supporting NOAA/NASA programs
- EVM, schedule or financial experience
- Excellent organizational skills
- Salary Range: $50,000 - $60,000/Year, DOE
