BlueForce Inc. is seeking for Women, Children, Marginalized Communities Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.

Duties and Responsibilities
  • Serve as Gender Advisor to HNP and INL/Port-au-Prince
  • Monitor and report on INL-funded efforts in support of Haitian women; the status of Haitian laws relevant to the rights of women; Government of Haiti policies and procedures regarding women who work in the law enforcement and criminal justice system; the needs of Haitian women who work in the law enforcement and criminal justice system; the unique requirements of Haitian women with respect to drug demand reduction and the corrections system; and other developments related to women in the fields of law enforcement, justice, corrections, and counternarcotics.
  • Assess current program efforts to improve women's policing and gender justice capacities and structures in Haiti and the impact of ongoing programs; brief those assessments to HNP and INL; and propose future activities, and/or remedial actions.
  • Provide expert advice on sexual and gender-based violence (SGBV) issues in the Haiti portfolio to the INL/PAP Program Staff. Coordinate gender programming and information sharing related to gender programs between different INL programs and with other USG agencies represented at Embassy Port-au-Prince, as directed.
  • Identify Marginalized Communities and Reporting on their Relationship with the HNP
  • Travel to under-served and under-represented parts of Haiti, security permitting, meet with police officials and other local officials. Draft reports on under-served parts of Haiti, the needs of the law enforcement offices there, and their relationship with the local community. Build INL's knowledge base on these areas in general.
  • Improve HNP Recruitment of Women and Marginalized Communities
  • Identify opportunities for increased HNP recruitment of women in general and from under-represented communities around Haiti, regardless of gender. Work with INL staff and other SMEs to draft/develop proposals to increase recruitment as appropriate.
  • Improve Conditions for Women, Minors, and Disadvantaged Groups in Prisons
  • Draft reports and develop programs to improve conditions for women and minor prisoners in the Haitian corrections system; work with INL staff and other SMEs to develop related programs, including training for corrections officers.


Qualifications

General Qualifications
  • For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.
  • For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
  • Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
  • Valid passport and driver's license and ability to operate a standard transmission vehicle.
  • FSI level 3/3 (professional working proficiency) in English.
  • FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.


Position Qualifications
  • Equivalent of sixty (60) semester units or ninety (90) quarter units from an accredited institution in public administration, business administration, criminology, police science, sociology, public policy, gender studies, or related field. Bachelor's degree in one of the afore mentioned fields is preferred.
  • Five (5) years of relevant work experience in the fields of gender affairs or child protection, preferably with a law enforcement or state or federal office or private law firm.
  • Two (2) years of relevant work experience in project development or management.
  • Demonstrated experience working with law enforcement or the legal justice system is preferred.
  • Demonstrated ability to work effectively in a complex, fast-paced, insecure, dynamic environment with minimal direction or supervision.
  • Strong organizational skills, ability to manage multiple priorities, and effective communication skills, both written and oral.
  • Ability to draft persuasive analytical reports in English.
  • Ability to work collaboratively in a multicultural and multilingual environment.
  • Fluency in English and French; Creole proficiency is preferred.
