Budget Analysis and Resource Advisors

Location: Joint Base Pearl Harbor, Hickam (JBPHH) Hawaii

JOB SUMMARY:

Perform advanced assignments in general or specialized financial analysis functions and require comprehensive, specialized knowledge of both areas related to assigned duties and financial analysis function in general.

PRIMARY DUTY RESPONSIBILITIES:
  • Conduct business case analysis to evaluate the financial viability of projects.
  • Perform cost benefit analysis to assess the financial impact of proposed initiatives.
  • Conduct cost allocation analysis to determine the appropriate distribution of costs.
  • Perform cost recovery analysis to identify opportunities for cost savings.
  • Conduct cost risk analysis to assess potential financial risks.
  • Evaluate the lifecycle cost and benefits of programs and their component projects.
  • Estimate variations in lifecycle cost and benefits based on changes in parameters.
  • Develop cost benefit models that break down expenses by appropriation, WBS element, and fiscal year.
  • Prepare cost benefit estimates that include the basis of estimate (BOE), proposed level of effort (LOE) by task, and budget allocation over time.
  • Assist with budget and financial planning, tracking, and reconciliation.
  • Provide project-level support for budget validation, financial planning, analysis, and documentation.
  • Support the formal budget review cycle by tracking budget activities and project status.
  • Monitor project costs against current and future budgets.
  • Analyze planned activities and identify critical paths.
  • Assist with program project control, including the formulation of control account plans.
  • Analyze multiple data sources to generate strategic fiscal planning reports
  • Identify and define requirements and resources for the Planning, Programming, Budgeting, and Execution (PPBE) process to align with the organization's strategic goals.
  • Match future needs with corresponding fund types for resourcing in areas such as manpower, IT, travel, training, and annual supply needs.
  • Document requirements and associated information in approved government formats.

Security Clearance: Top Secret SCI - Willing to take Polygraph and comply with SAP requirement

Education/Certifications: Bachelor's Degree with significant quantitative analytics such as Business, Mathematics, Statistics, or Operations Research (preferred) with 4-7 years related experience; 4+ years additional financial management experience may be substituted for Bachelor's degree

Relevant Experience: Demonstrated specialized experience in business, finance, schedule, benefits analysis, DoD/AF budget cycle, cost risk analysis/mitigation planning, business case development

Key Requirements: Expert with Microsoft Excel; High proficiency with Microsoft Office Suite (Word, PowerPoint, Project)
