Overview:
The Program Manager will oversee a large contract, managing a program with multiple tasks and work streams. This role involves providing overall direction for program activities, maintaining contractor interface with senior levels of the customer's organization, consulting with customer and contractor personnel to formulate and review task plans and deliverables, and ensuring conformance with schedules, costs, and contractual obligations. The Program Manager will also establish and maintain technical reports to show project progress, organize and assign responsibilities to subordinates, and oversee the successful completion of all assigned tasks.

- Meet with decision makers, systems owners, and end users to define business and operations requirements, systems goals, and resolve systems issues.
- Lead design sessions for prototyping new systems to enhance business processes, operations, and information flow.
- Review and analyze the effectiveness of existing systems and develop strategies for improvement.
- Identify and establish scope and parameters of systems analysis to define outcome criteria and measure-taking actions.
- Explain and present technical material to senior levels of the client organization.
- Experience with implementing and administering Appian software in a FedRAMP-compliant cloud hosting environment.
- Collaborate in planning, designing, developing, and deploying new applications and enhancements to existing applications.
- Conduct research on industry migration best practices to support project efforts.
- Manage and guide the methodologies and SCRUM activities of the agile development process.
- Prepare and deliver reports, recommendations, or alternatives addressing existing and potential trouble areas in operating systems.
- Create system design proposals.
- Perform cost-benefit and return on investment analyses for proposed systems.
- Ensure compatibility and interoperability of in-house computing systems.
- Create systems models, specifications, diagrams, and charts to guide system programmers and customer decision makers.
- Coordinate in-depth tests, including end-user reviews, for modernized systems and post-implementation support.
- Provide guidance and instruction to junior staff members.
- Document the project effort using Jira and Confluence.
Education:
- Preferred Master's degree in Computer Science, Information Systems, Business, or other relevant discipline. A minimum of 7 years of work experience may be substituted for the Master's degree requirement.
Experience:
- 8+ years of experience using Agile development methodologies to organize, direct, and manage teams conducting operation support functions for multiple, complex, and inter-related IT programs and projects.
- Broad knowledge of case management software, information assurance, and solution architecture.
- 7+ years of experience managing software development teams supporting federal government technology projects, including compliance with FISMA standards.
- 5+ years of experience leading the implementation of Appian-based solutions.
- 7+ years of experience maintaining and managing client interface at senior levels of the client organization.
Certification:
- Must have a current Project Management Professional certification (e.g., PMP). Preferred certifications include Agile Certified Practitioner (ACP), Certified Scrum Master (CSM), or comparable.
