Air Force Nuclear Weapons Center (AFNWC) is seeking a full-time Supervisory General Engineer, Deputy Lead Project Officer (LPO) and Branch Chief to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate at Kirtland Air Force Base in Albuquerque, New Mexico.
This position is a Supervisory General Engineer (NH-0801-04); however, other job series may be considered, to include 0301 (miscellaneous), 0346 (logistics), and 1101 (acquisition program management).
This position (927585) is an NH-0801-04, which has a typical 2024 salary range of $123,485 - 188,821 depending on experience.
This position may be eligible for situational telework at the discretion of the hiring manager.
In the 1950s the United States government recognized the need to divide the responsibilities for civilian control of the nuclear weapons and the military's role in delivering these weapons. This division of responsibilities is appropriate for the entire lifecycle of the weapon. At that time, the government established a governance and oversight structure called the Project Officer Group made up of Department of Energy and Department of Defense personnel and led by a Lead Project Officer (LPO) from the department of defense. The Lead Project Officer for the Intercontinental Ballistic Missile warheads coordinates development, sustainment, and integration activities across two national design laboratories, the Department of Energy program office (National Nuclear Security Administration), production agencies, and department of defense program offices.
The primary purpose of the position is to serve as a Supervisory Deputy Stockpile LPO and Branch Chief in the ICBM Systems Directorate Warhead Integration Branch. The incumbent will be the most senior member of the ICBM Directorate at Kirtland AFB reporting directly to the ICBM Warhead Integration Branch Chief and ICBM Lead Project Officer. In this capacity the Deputy Stockpile LPO may be required to engage with AFNWC leadership on behalf of the ICBM Directorate staff and will provide guidance and leadership to the Stockpile LPO staff. In addition to leadership activities internal to the AFNWC, the incumbent will manage the liaison functions and responsibilities with the National Nuclear Security Administration (NNSA), Air Force stakeholder and service components, and the Department of Energy (DOE) national laboratories. Additionally, as the Branch Chief Deputy LPO, the incumbent will be responsible for all Organize, Train, and Equip functions for the Stockpile LPO staff.
DUTIES :
- Performs duties as Supervisory Branch Chief in the ICBM Systems Directorate, while supporting the LPO's duty execution.
- Performs all supervisory duties for 5 to 10 assigned government personnel to include onboarding new personnel.
- Leads and executes technical liaison activities required in support of the Department of Energy (DOE) stockpile programs and integration of the existing warhead onto the new weapon system.
- Establishes priorities and manages day-to-day activities of all assigned personnel, including government, military, and contractors.
- Supports the LPO and NNSA's Federal Program Manager to chair the ICBM Project Officer's Group (POG) and helps coordinate POG work among the nuclear deterrent stakeholder members across the DOD, DOE, and the Air Force.
- Plans, prepares, and executes nuclear weapon life-cycle activities in support of stockpile warheads, and ensures Nuclear Weapons Council (NWC) consensus and approval of DOE life-cycle milestones.
- Prepares recommendations for DOE Phase acquisition process deliverables, decisions and milestones, and leads the POG subgroups and coordinates with ICBM mission partners on nuclear safety and surety; cost; schedule; and performance.
- Supports the LPO led joint risk management with the Air Force and NNSA and use the DoD/NNSA Risk Management Board (RMB) to track and burn-down risks; identifies opportunities that can off-set future risk; and monitors issues that need to be managed to avoid negatively affecting the program(s).
- Supports the POG and its subgroups on requirements, systems engineering and integration, maintenance and logistics, program management, and interface definition (ensuring interfaces are documented between the warhead and the ICBM).
SKILLS :
- A minimum of 5 years of relevant System Program Office (SPO) or Defense acquisition program management experience is highly desired.
- Experience leading, mentoring, motivating, and appraising the staff of an organization in line with Air Force Materiel Command (AFMC) supervisory policies is highly desired.
- Refined communication and teamwork skills sufficient to effectively interface with internal and external stakeholders at all levels, as well as the independence, assertiveness, self-reliance, integrity, and tenacity to get the job done, is highly desired.
- Experience in NNSA's Phase X acquisition process, and familiarity in the POG construct supporting joint DOE/DOD nuclear weapon stockpile life-cycle management is highly desired.
- Experience working in a classified environment is highly desired.
- Expertise executing an ACAT I major defense acquisition program is desired.
- Expert knowledge of the policies, practices, regulations, and laws concerning federal acquisition management processes and initiatives is desired.
REQUIREMENTS FOR THE POSITION (NOT ALL-INCLUSIVE) :
- U.S. CITIZENSHIP
- Must be able to obtain and maintain a Top Secret/SCI security clearance and required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is designated as a drug testing position. The incumbent is subjected to pre-employment drug testing as a condition of employment, and participation in random drug testing thereafter.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management "Practitioner" certification category within required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report , upon appointment and will be required to file annually.
- Travel away from the duty station may be required up to 25% of the time.
- An engineering bachelor's degree from accredited institution is required; an advanced degree is preferred.
