WiSC Enterprises is seeking a seasoned Program Manager to lead and oversee multiple strategic corporate initiatives to include: Program Management Service lead, NGA EMERALD contract Program Manager, and Lead for the GSA Oasis+ contract and general business development.

WiSC Enterprises is seeking a seasoned Program Manager to lead and oversee multiple strategic corporate initiatives to include: Program Management Service lead, NGA EMERALD contract Program Manager, and Lead for the GSA Oasis+ contract and general business development.
This is a full-time onsite position based in Chantilly, VA
Responsibilities
EMERALD Program Management
- Act as the primary liaison with the Government for all program-related matters on the EMERALD contract including but not limited to:
- Manage work schedules and activities for all WiSC employees on the EMERALD contract, facilitating smooth project operations and adherence to timelines.
- Prepare and attend all Quartey Program Management Reviews
- Prepare and submit Weekly and Monthly Status Reports
- Prepare monthly capturing task completion, staffing status, financial details (including labor, travel, and equipment funds), and addressing any challenges encountered
- Develop and implement annual EMERALD revenue growth plan
- Meet Emerald employees at NGA on a weekly basis and know their Government POCs
- Develop and implement initiatives to enhance operational efficiency, monitor program effectiveness, and assess outcomes to ensure mission objectives are met
- Provide customer liaison and support for business development activities and to understand and shape customer requirements
Program Management Service Lead
- Responsible for the quality and performance of PM service delivery across WiSC's portfolio of programs
- Responsible for improving PM service delivery and developing new PM service methodologies and standards that support the growth of WiSC's portfolio of programs
- Develop and maintain Standard Operating Procedures (SOPs) to ensure collaborative and streamlined interactions with other Government and contractor IT groups, with Government Task Monitors' review and approval.
- Lead project planning, coordination, and implementation of government-approved projects, presenting progress updates, white papers, and responses to inquiries from Government Task Monitors.
- Provide business development and proposal support, such as; development and presentation of white papers, Request for Information (RFI) responses, target customer briefings, technical solutions, and proposal documentation.
- Review and assess opportunity acquisition documentation and serve as management volume lead on proposals.
GSA OASIS+ Lead
- Serve as primary point of contact to Government GWAC/IDIQ Program Offices
- Assist in the business development process and solution development for task order opportunities
- Lead task order proposal operations and solution development opportunities
- Provide guidance to all stakeholders on procurement activities acting as Subject Matter
Expert for OASIS+ - Identify new task order bid opportunities and lead initial qualification support to inform internal gate reviews
- Team with Business Development and Operations to market contract vehicles to end customers
- Represent WiSC at Industry Days, trade shows, conferences, and any other related pre-award events
- Assist with market research/competitive intelligence for Task Order opportunities
- Support teams to develop the winning proposal response; and ensure submissions are
compliant to all bid requirements inclusive of those specified as part of the IDIQ umbrella
contract - Support internal reviews for OASIS+ task order (gate reviews, color reviews)
Required Qualifications
- Minimum 20 years of Program Management experience, including at least 15 years leading tasks of similar scale (>$25M annually; SETA Support Services)
- Proven track record of successfully implementing a program revenue growth plan
- Bachelor's degree in a Business field or 10 years of equivalent experience in a related field
- Active Project Management Professional (PMP) certification required
- Active Top Secret with SCI (TS/SCI) required
