Job Summary
The primary purpose of this position is to support the Assistant Chief of Finance in carrying out the Division's financial management program. The Financial Specialist analyzes the financial obligations and expenditures to ensure compliance with Congressional language, Title 18 US Code, DOJ regulations and USMS policies and procedures. Additionally, the Financial Specialist provides guidance to the finance team on financial planning and the management of funding.

Job Summary
The primary purpose of this position is to support the Assistant Chief of Finance in carrying out the Division's financial management program. The Financial Specialist analyzes the financial obligations and expenditures to ensure compliance with Congressional language, Title 18 US Code, DOJ regulations and USMS policies and procedures. Additionally, the Financial Specialist provides guidance to the finance team on financial planning and the management of funding.
Essential Functions:
- Oversee covert financial account
- Compile weekly reports for management
- Serve as primary Point of Contact for all account matters and inquiries
- Draft / Edit / Distribute covert memorandums
- Review all Bank Reconciliations for accuracy; POC for invoices in dispute
- Request signatures on covert invoices
- Review / ensure proper payment disbursement
- Serve as a POC with any Bank-related/payment issues
- Confidential Record Keeping and reporting required
- Review Funds Requests for accurateness prior to obligating money
- Ability to analyze and effectively communicate with vendors when complications/errors areidentified and resolve
- Work closely with senior management to ensure accruals and obligations are accurate
- Input and reconcile financial transactions into Unified Financial Management System (UFMS)
- Prepare financial status reports
- Prepare budget transfers for reimbursement
- Prepare requisition documents for procurement of supplies, service and equipment
- Other duties as assigned
Knowledge Skills and Experience:
- Prepare and edit various kinds of written correspondences in relation to the program
- Review and analyze documents submitted for completeness and accuracy
- Prepare statistical analyses and evaluation of program performance as it relates to various operations
- Assist in funds transfer using various databases
- Collect, analyze, and report findings to management with solutions to issues and problems that arise
- Provide administrative support to various branch offices following USMS administrative practicesand procedures
- Gather, identify, and analyze information and develop recommendations to resolve issues
- Interpret, adapt, and apply USMS regulations, policies, and procedures as they apply to program
- Recommend effective methods to accomplish program objectives and goals
- Maintain great working relationships with USMS personnel, contractors, personnel from otheragencies as well as vendors
- Must be able to obtain and maintain a TOP Secret Clearance
