Description
• Provide strategic consulting support to senior (GS15/GOFO/political appointee) DoD personnel, including:
• Craft compelling briefing materials and visual representations that capture DoD CIO and SAP IT Office strategy;
• Draft memorandums, white papers, position papers, and other communication artifacts on behalf of DoD CIO leadership, or for presentation to DoD CIO leadership, that meet DoD correspondence standards; quality check artifacts produced by others for editorial/grammatical/style accuracy.
• Develop implementation approaches for SAP IT Office initiatives aligned with DoD, DoD CIO, and SAP community strategy
• Synthesize complex technical information, including reference architecture, design documents, technical requirements, test plans, and DoD Instructions into cogent, digestible artifacts for senior leader consumption
• Serve as deputy program manager. Produce, or oversee production of, contract CDRLs.
• Lead contract efforts to ensure quality across the program, including serving as a quality reviewer for deliverables and as the expert authority on security classification handling for written materials.
• Provide independent counsel to government leadership and be viewed as a trusted advisor.
• Conduct process mapping efforts to identify current and to-be state activities.

Requirements
- Demonstrated professionalism and sense of discretion befitting for engagement with senior leaders. Ability to develop relationships and serve as a trusted advisor to government leadership.
- Prior experience as a project manager or program manager. Demonstrated experience defining project scope, identifying/managing risks, developing communications plans/artifacts, and sequencing work.
- Proficient in advanced Microsoft PowerPoint techniques; highly skilled in Microsoft Excel, Visio, Microsoft Project
- Experience in developing/evaluating cloud and managed services-based cost models and associated business architecture
- Expert communicator, supported by strong understanding of strategic communication and organizational transformation principles.
- Comfortable working under tight timelines; adept at multi-tasking.
- Background in systems engineering, enterprise architecture, business architecture, process modeling or- experience managing technical projects/programs with the aforementioned dimensions in scope
- Working knowledge of the DoD 5110.4-M "Manuel for Written Material" preferred but not required
- Prior experience working with Special Access Programs (SAPs) preferred but not required.
