Job Summary:

The Contracts Manager's role is primarily to support all contracts and subcontracts-related functions for various contract types and bids. Responsibilities generally includes ownership of the contract management and quality processes, as well as development of specific standards for bidding and submission, contract negotiations, and document management. Also serves as the company's Quality Manager supporting all company certifications and associated quality-related functions.

Contracts Essential Functions:

  • Leads contracts management, with executive oversight, including content in contracts templates, redlines, negotiations, terms and conditions, reps and certs, modifications, etc.
  • Reviews, develops and negotiates non-disclosure, teaming, consulting, and subcontract agreements while ensuring protection for the company in all partnership arrangements
  • Reviews, develops and negotiates contract / subcontract modifications
  • Monitors contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws/regulations
  • Updates contracts and company information in government systems and databases, e.g. SAM, GSA Assist, GSA FAS
  • Compiles and submits eOffers and eMods for GSA Schedule maintenance, renewal, and new bids
  • Serves as internal contracts POC for all questions and issues related to the FAR, DFAR, award debriefs, bid protests, and other contracts-related areas
  • Supports Joint Venture documentation and compliance with applicable laws and requirements
  • Supports Mentor-Protégé documentation and compliance with applicable rules and regulations
  • Maintains the contracts portal with exceptional document management practices
  • Performs other contracts-related duties, as required

Quality Essential Functions:

  • Provides oversight and management of the company's Quality Management System
  • Maintains existing certifications and leads pursuit of new certifications
  • Ensures compliance with internal processes and adherence to quality program requirements
  • Prepares for and leads annual audits for existing certifications
  • Supports other internal tasks, projects, and initiatives as required

Position Requirements

Knowledge Skills and Experience:

  • 2-15+ years of related federal Contracts Management-related experience. Duties and responsibilities dependent on experience level.
  • Formal Contracts Management training course completion within 60 days of start
  • Ability and eagerness to learn Quality Manager responsibilities
  • Must have broad experience with all contracts topics with ability to provide recommendations and guidance to leadership. In lieu of existing experience, must be committed to learning quickly.
  • Comprehensive knowledge of DFAR and FAR regulations and ability to effectively research regulations to provide guidance
  • Knowledge and understanding of obtaining and maintaining GSA Schedules SINs, LCATS, renewals, etc.
  • Must be able to prioritize work activities in a fast paced environment and effectively communicate at all levels within the company and with industry partners.
  • Excellent communication skills are essential, as well as the ability to be proactive in a team environment, working through complex business/ contractual issues using sound judgment
  • Excellent working knowledge of Microsoft Excel, Microsoft Word and Adobe applications.
  • Excellent analytical and problem solving skills
  • Bachelor's degree
  • Must be a US Citizen

Preferred Qualifications:

  • Paralegal experience
  • Quality Mgmt Experience, e.g. ISO, CMMI, etc.

**Compensation is based off experience and qualification: Range $60,000-$120,000.
