We are seeking a highly motivated Acquisition Specialist & Business Analyst with expertise in government acquisition processes. While experience in business analysis is preferred, it is not required. This role works with the client to bridge the gap between business needs and technical solutions. You will collaborate with stakeholders to elicit business requirements and analyze processes for technology solutions. The role will serve as a conduit between the customer community (internal and external customers) and development teams by collaborating with all groups, including subject matter experts, to establish the technical vision and analyze tradeoffs between usability and performance needs.

This role uniquely combines federal contracting (1102) subject matter expertise with responsibilities in business analysis, process improvement, and management.

Key Responsibilities:

  • Collaborate with internal and external stakeholders to understand the organization's structure, policies, and operations and recommend solutions that enable the organization to achieve its modernization goals.
  • Evaluate existing business processes and workflows to anticipate new requirements and identify areas for improvement.
  • Facilitate workshops and meetings and other methods such as interviews, and surveys, with stakeholders, to gather input and foster collaboration between business and technical teams.
  • Use interviews, document analysis, requirements workshops, surveys, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis, process mapping and development of requirements/specifications according to standard templates to elicit requirements.
  • Conduct system analysis to evaluate the technical feasibility and integration of proposed solutions.
  • Develop and maintain documentation, including business cases, user stories, process maps, training documentation, and technical specifications, that provides outcomes and recommendations.
  • Develop a consistent set of models and templates to document requirements.
  • Perform requirements analysis and evaluate information gathered from multiple sources; determine whether the stated requirements are clear, complete, consistent, and unambiguous; reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying actual needs.
  • Understand the translation of written requirements to software development and identify and communicate when there might be an issue in interpretation.
  • Support testing and validation of systems to ensure they meet business needs and quality standards.
  • Monitor project progress and provide regular updates to stakeholders.
  • Assist in training and change management initiatives related to new systems and processes.
  • Stay up to date on the latest processes and IT advancements to automate and modernize systems.
  • Conduct meetings and presentations to share ideas and findings.
  • Experience developing the following artifacts:
    • Functional requirements
    • Business requirements documents
    • Use cases
    • Graphical User Interface (GUI)
    • Screen and interface designs
    • Requirements scenarios (represented as user stories in agile methods)
    • Written business requirements
Position Requirements

Required Qualifications:

  • 5+ years of experience in federal acquisition (1102) roles, including contract administration and negotiation.
  • In-depth knowledge of the Federal Acquisition Regulation (FAR) and related supplements.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience creating detailed reports and giving presentations.
  • Proficient in requirements gathering, process modeling, and documentation techniques.
  • Strong analytical and problem-solving skills, with the ability to think critically about business needs.
  • Excellent communication and interpersonal skills, with the ability to translate technical concepts into business-friendly language.
  • Bachelor's degree in business administration, management, or a related field.
Preferred Qualifications:

  • Familiarity with Agile methodologies and principles.
  • Knowledge of project management principles/methodologies and familiarity with system development life cycle (SDLC) methodologies is desired.
  • Experience with process mapping and the creation of user documentation.
  • Experience using JIRA, Confluence, and Visio.
  • Strong relationship-building skills to foster collaborative relationships with internal and external clients.
  • Experience leading remote teams and contributing to organizational growth initiatives.
