ARServices is seeking a Project Support Specialist to work in the Ft. Belvoir, VA area.
A Project Support Specialist will join our team to support the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD). In this position you will provide Advisory and Assistance Services (A&AS) to support the directorate’s Operations Department.
Overall duties involve providing project management and acquisition coordination support to the Operations Department’s acquisition team that manages advanced research and development (R&D) programs focused on RDT&E procurements. While supporting the team, a successful candidate will provide timely and accurate coordination across all departments for the Initial Strategy Session (ISS) and Acquisition Strategy Review (ASR) processes in the RD Directorate; support and conduct coordination for industry days and risk management review boards.
A successful candidate will have excellent people skills and the ability to listen to program managers and other subject matter experts and capture thorough technical acquisition meeting notes and decisions. Ability to multi-task, coordinate, and manage multiple schedules is critical. The candidate will also provide support for portions of the planning, programming, budgeting, and execution (PPBE) processes and other department internal efforts as required.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
Coordinate and schedule weekly ISS and ASR meetings.
Provide assistance to multiple DTRA Program Managers in preparing and aggregating read-ahead materials for ISS and ASR reviews.
Draft, staff and track ISS and ASR meeting notes and actions.
Maintain RD ISS/ASR data base/knowledge management.
Coordinate attendance for monthly industry day.
Support risk management review board as needed.
Interact with DTRA’s acquisition, finance, legal and other personnel and communicate and interact with multiple government agencies and performers as necessary.
Develop project documentation and briefings.
Keep DTRA-RD ISS/ASR process documentation & how-to guides up to date, gather feedback on process improvements for possible incorporation and present them to leadership for decision.
Consolidate, maintain, and present macro level information on various contract/acquisition vehicles available to DTRA PMs in order to better inform PMs and leadership of potential opportunities. Contracts will include ones held by the office or those that are leveraged from other offices.
Security Clearance Requirement:
Active/current Secret clearance is required.
Required Qualifications:
Bachelor’s degree in business, accounting, finance, or technical discipline with 7-10 years of relevant experience.
Outstanding writing and interpersonal skills.
Experience in, or a demonstrated ability to learn, DoD program management and PPBE processes.
Advanced skills in Microsoft Office products to include Word, Outlook, TEAMS, and PowerPoint. Superior skills in Excel.
Awareness of FAR, DFAR and MFR.
Familiarity with the military acquisition process.
Preferred Qualifications:
Experience in support of the Defense Threat Reduction Agency or a similar military staff.
Experience with DTRA acquisition process and tools.
Experience in RDT&E management to include technology readiness levels and 6.1, 6.2, and 6.3 funding.
DoD financial experience.
PMP (Project Management Professional), FAC-C (Federal Acquisition Certification in Contracting), CPCM (Certified Professional Contract Manager) or CDFM (Certified Defense Financial Manager)/CDFM-A (Certified Defense Financial Manager-Acquisition) certification.
Completion of applicable Defense Acquisition University PM Level II courses.
Completion of DTRA PM specific courses.
Knowledge of/familiarity with PIEE, WAWF and EDA systems (Procurement Integrated Enterprise Environment Wide Area WorkFlow, Electronic Data Access).
Ability to read contract monthly reports and ascertain their accuracy and report issues to management and COR for discussion and/or action.
