Description
The Cyber Intelligence and Publicly Available Information (PAI) Analyst will be immersed into a fast paced, deadline-oriented environment composed of a diverse team of analysts, linguists, cultural experts, and operations officers. The Cyber Intel /PAI Analyst will be responsible for conducting exhaustive research in the PAI domain in accordance with established priorities, performing triage of content; identifying trends and patterns of activity in support of threat-mitigation activities in both the cyber and real-world domains; and creating standardized reports to provide to the analytical team for further analysis. The candidate must be particularly adept at and have a background in OSINT exploitation using specialized investigative tools and datasets. The position requires strong critical thinking skills, the ability to write accurately and succinctly, and the ability to multi-task and accomplish tasks with limited direct supervision, and to respond to short-notice tasking. Along with strong analytic skills/research skills, the candidate should demonstrate strong operational security practices and a bias towards initiative-drive work. This position will require interaction with a wide variety of Government leadership and contractor personnel. The candidate must be ability to operate in a diverse, evolving, and high-profile environment.
Utilizes all-sources of intelligence, but primarily OSINT and SOMEX (social media exploitation), to create associated incident, threat, and information reports/products and investigative leads/recommendations and courses of actions to government leads .
Qualifications
Required Education, Certifications, Skills, Expertise , Years of Experience:
Travel: Less than 10%.
Required Clearance: Active Top Secret Clearance with SCI eligibility (PR within 6 years).
Desired Clearance: Poly (must be able to take/pass "at-will").

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.

- Performs social network analysis (SNA) of threat actor's online presence to understand interactions, influencers and identify potentially new threats using customer approved PAI tools.
- Experience preserving, scraping and documenting PAI findings.
- Effectively utilizes PAI tools and commercial tools to research selectors and attribute selectors to true identities, e.g. email addresses, phone numbers, usernames, domains, and images.
- Verbal and written interpretation/translation (the ability to identify and analyze problems and then generate recommended solutions based upon experience working with various elements of DoD).
- Can be counted on to exceed goals successfully, very bottom-line oriented; steadfastly pushes self and others for results.

Qualifications
Required Education, Certifications, Skills, Expertise , Years of Experience:
- Bachelor's d egree in a related field and 6 years of specialized OSINT experience; OR
- Master's degree in a related field and 3 years of specialized OSINT experience; OR
- 10+ years of specialized OSINT experience with appropriate military and civilian training in the within the intelligence analysis field.
- Formal coursework or instruction in OSINT techniques, technologies, tools, and trends.
- Completion of OS-301, OS-302, OS-303, OS-305, CASO, or IC equivalent trainings.
- Experience in using Commercial Off the Shelf (COTS) OSINT tools which include but are not limited to OpenIO , Maltego , and misattributed systems ( e.g. SILO and Ntrepid ). Must have experience conducting online investigations outside the United States and familiar with overseas PAI datasets and limitations.
- Demonstrated experience utilizing data visualization tools ( e.g. Qlik, Power BI, i2 Analyst Notebook, Visio).
- Experience with assessment of sources and their reporting through the corroboration of source reporting and providing analytical feedback.
- Create written reports demonstrating accurate and succinct writing showing key findings and overview of the process used to perform collection and analysis.
- Proficiency in Microsoft Office products.
- Strong knowledge of military operations, terminology, and structure.

- Experience with Military or Law Enforcement Community Counterintelligence Investigations.
