R&K has the opportunity at the 414 th Combat Training Squadron to support the mission of Detachment One, 414th Combat Training Squadron (Det 1, 414 CTS) is to train United States Air Force (USAF) Personnel Recovery (PR) forces across the four functions and the five tasks of PR while facilitating integration with joint force, interagency, and multi-national participants at the operational and tactical level during large force PR exercises. RED FLAG-RESCUE (RF-R) is the primary exercise supported but future Det 1, 414 CTS exercises may assume new titles or additional PR training requiring contract support.

As part of R&K's support to 414 th (Det 1, 414 CTS) we are providing highly qualified, trained and experienced personnel to provide services in support of ACC exercise RED Flag-Rescue and other Personnel Recovery training events for five stages of an exercise; design, planning, preparation, execution, and evaluation services. To support the mission of Det 1, 414 CTS selected candidate will be responsible for the duties listed below.

Note: This position is contingent upon contract award.

Start Date: Anticipated Start Date 26 February 2025 Contingent upon Award

Duties: Manage all aspects of C4 within RF-R and associated training events. This position will report to the IT/C4 Director.
  • Assist the C4 Director to plan, manage, track, and execute all associated C4 coordination tasks for RF-R or other Detachment One training events IAW the JELC or Joint Task Capability
  • Perform any C4/Radio-related task as assigned by designated government supervisor related to the JELC process for RF-R or associated training events.
  • Assist Detachment government staff with scenario development IAW JELC
  • Liaise with Points of Contact (POC's) from units tasked to participate/support in RF-R
  • Coordinate frequency management with base frequency manager and participating units. Create/maintain the frequency allocation plan. Create/maintain the Master Joint Restricted Frequency List (MJRFL). Coordinate the above with Air Force spectrum management offices.
  • Coordinate with Host Base agencies and HQ ACC/A3J to provide required exercise communications support to include NIPRNet, SIPRNet, DSN, VoIP, VoSIP, Iridium phones, Commercial Phone, LMRs, Frequency management, SADL, LINK16, LINK11, SRW, HPW, mIRC, HAVE QUICK II, Saturn, ANDVT, IW, and other requirements as needed.
  • Ensure Weapon System C4 integration and ISR platform integration.
  • Incorporate net-enabled technologies. Work with C4 Manager to ensure participants have the ability to practice TTPs with Link 11 & 16 integration and SADL integration.
  • Leverage current JNTC exercise tools and capabilities.
  • Coordinate with C2 Manager to Integrate JCS, JITC, and other organizational tools and technologies for managing, coordinating, recording, and injecting notional assets into the exercise.
  • Ensure / Maintain JNTC certification requirements.
  • Coordinate with other agencies as required providing for a realistic communications infrastructure for the exercise, emphasizing weapons systems integration of all participants. This includes radio, datalink, antenna, satellite connectively throughout the exercise.
  • Assist with creation of decision briefs to ACC/HAF/HHQ staff for action/decision.
  • Monitor and manage LOS (Line of Sight), satellite and maritime cabling, antenna, radio and data-link structure safely during execution.
  • Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1
  • Other duties as required to facilitate exercise or Detachment One requirements.
  • Primary/Alternate (CRO - COMSEC Responsible Officer) on 414 CTS, Det 1 local COMSEC account and strictly adhere to regulations forms, and procedures regarding the safe management of COMSEC equipment and storage procedures.
  • Understand mobile communications equipment including transport, set-up, teardown, troubleshooting and operator training in a desert, woodland or maritime environment.
  • Understand maritime communications equipment and frequency restrictions and how they differ regarding satellite or land-based systems.
  • Configure and manage SHOUT NANO, Persistent Systems MPU-5 Mesh Radio network, Somewear devices and web interface, Plum Industries Plum SATIII network, AWS cloud servers and network during exercise execution.
  • Configure and manage Samsung Active Tab 3 and Samsung S20 cellular/Wi-Fi devices and operating systems to facilitate Lessons Learned Managers requirements during exercise execution and participant surveys.
  • Coordinate and manage virtual exercise conference meetings in support of JNTC structure as well as 414 CTS, DET 1 day to day virtual conference needs as needed.
  • Leverage current exercise tools and capabilities to include research, testing and procurement of exercise management technology in support of the C4I Director.
  • Engineer IT/Radio communications infrastructure as needed and be able to reconfigure depending on the changing needs of mobile training exercise.
  • Maintain capability in loading, unloading, and securing equipment to vehicles in accordance with operations manuals, NTSB and Air Force standards.
  • Operate government furnished vehicles and trailers in accordance with AFI 24-301 and DAVIS MONTHAN AIR FORCE BASE INSTRUCTION 24-302.


Requirements, Relevant Knowledge and/or Skills Required:

  • Five years of DoD communications experience within the last 10 years. Five years DoD Radio Frequency Transmission and telecommunications experience within the last 10 years. Including but not limited to NIPR/SIPR utilization, Microsoft (MS) Office Suite, NIPR/SIPR VOIP (Voice over Internet Protocol) devices, handheld man pack radios, antenna usage and maintenance, Data Link equipment and mesh networking radios.
  • Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives.
  • Demonstrated experience in C4 requirements analysis and management of a JNTC accredited exercise Program.

  • Experience with USAF ITEC/ADPE account process, forms and procedures. Able to manage ADPE/ITEC accountable items and work with local Asset Management squadron to track, manage, add and remove all trackable items for 414 CTS, DET 1.
  • Experience with USAF VCO program and procedures for the safe use and maintenance of government vehicles and trailers.
  • Experience with USAF ground and air transportation requirements and procedures regarding communications equipment including hazardous material restrictions/limitations.
  • Experience with USAF purchasing and procurement processes and forms including but not limited to, GPC, ECARS, base contracting and PBR.
  • Top Secret/SCI Security Clearance
