The Proposal Manager oversees and leads the development of winning proposals supporting The Rockhill Group?s (TRG) business areas. The successful Proposal Manager has the responsibility of coordinating all phases of the company?s proposal process in response to U.S. government and commercial Requests for Proposals (RFPs), Requests for Information (RFI), and Requests for Quotes (RFQs). This position is also responsible for overseeing established proposal development processes and procedures.  The ability to meet deadlines, a commitment to teamwork, detailed follow-through, and a consistent attention to detail are key factors to success in this role. Since this individual manages all proposal support for the company?s business development, he/she must be a team player who is an energetic self-starter and can quickly adapt and thrive in a multitasked, fast-paced environment. This position reports to the Director of Business Development.  ***This is a Hybrid/Remote position***



Responsibilities




  • Work as a team member of the TRG Business Development (BD) team on day-to-day processes, and as a partner to the assigned capture manager on proposal management

  • Monitor pipeline to ensure clarity of priorities and suspenses

  • Monitor GovWin, GSA eBuy, and Sam.Gov for releases of opportunities in pipeline and to update information in the pipeline

  • Conduct call screening on calls routed to BD from central corporate reception desk

  • Facilitate organizing and update of BD team electronic folders; ensuring accuracy and up-to-date information for intuitive navigation in compliance with corporate and directorate content architecture guidelines

  • Work with BD director and BD team to develop, codify, and ensure disciplined proposal processes

  • Work with BD director and BD team to develop correlating products that facilitate the use of the codified disciplined proposal processes, to include instructions, templates, checklists, and other products as deemed necessary/appropriate

  • Work with BD director and BD team to ensure standardized documentation processes

  • Schedule and organize gate reviews; work with assigned capture manager to populate gate review slides

  • Receive and review Requests for Information (RFIs), Requests for Proposals (RFPs), and Requests for Quotes (RFQs), and other variations of calls for bids.

  • Aggregate information and data from RFIs, RFPs and RFQs solicitation instructions to develop and distribute capability matrices, compliance matrices, compliant proposal outlines, proposal templates, gate reviews and other related business development and proposal products.

  • Develop opportunity snapshot and distribute to team and executive leadership

  • In coordination with assigned capture manager, request subject matter expert (SME) support, contracts support, HR support, and pricing support as needed to develop proposal  requirements/volumes

  • Work with assigned capture manager/program manager to develop and distribute opportunity checklist with list of assignments (Contracts, HR, Finance, etc.)

  • Develop compliance and capability matrices

  • Coordinate with contracts to validate compliance matrix

  • Coordinate with contracts for necessary forms and documents to include in proposal; set suspenses to accomplish/complete/submit

  • Develop proposal calendar/schedule with proposal kick off, proposal milestones, color team reviews, send meeting invites for color team reviews, daily stand up, etc. and adjust as needed

  • Collect and organize questions in accordance with solicitation instructions and suspenses for review by team members and submission by contracts

  • Build proposal templates with outlines that facilitate/ensure compliance with solicitation instructions and evaluation criteria

  • Prompt for/request Volume Leads, Volume Writers, Color Team Reviewers

  • Research and analyze existing boilerplate text to facilitate customized, detailed, compliant, and compelling writing.

  • Request/coordinate/develop graphics to support proposal development.

  • Develop Proposal Kick Off slides (use slides as needed from gate reviews) that include opportunity summary, relevant solicitation instructions and evaluation criteria, win themes, ghosting, strategy, staffing,  etc.

  • Co-lead proposal Kick Off with assigned capture/program manager

  • Facilitate status meetings

  • Record and manage action items from status meetings

  • Train and refresh writers and reviewers on proposal, review, and recovery processes

  • Schedule and facilitate color review inbriefs and outbriefs using proposal kick-off slides that include relevant solicitation instructions and evaluation criteria, win themes, ghosting, strategy, and are updated for each color review based on color team objectives

  • Ensure compliance throughout proposal cycle and at each color team review

  • Ensure win themes and other win strategies are leveraged and incorporated in order to develop a compelling proposal

  • Adhere to company processes, electronic file structure and ensure version control

  • Complete final formatting of proposal

  • Facilitate and ensure on-time submission of proposal

  • Schedule ?Hot Wash? for Lessons Learned/After Action Report (AAR) after each proposal submission

  • Coordinate in a matrix organization with Finance, Contracts, Operations, HR, and Program Managers

  • Currently utilizing artificial intelligence, such as Open AI, Gemini, ChatGPT for proposal development

  • Other duties as assigned



Required Qualifications




  • Bachelor?s degree in relevant discipline (technical writing, English, journalism) and at least one year of experience as a proposal manager or at least five (5) years of experience as a successful proposal manager in lieu of bachelor?s degree

  • Editing (spelling, grammar, readability) and proofreading skills

  • Publication layout (electronic and print) experience, with work samples

  • Microsoft Office 365 proficiency (Word, SharePoint, Excel, PowerPoint)

  • Training and experience in managing proposals using the Shipley method to respond to federal and Department of Defense (DOD) RFIs/RFQs/RFPs

  • Highly organized and suspense-driven work ethic

  • Advanced communication skills; both oral and written

  • Interpersonal communication skills essential to working within geographically dispersed, multi-disciplinary, cross-cultural teams of professionals to drive tasks to closure

  • Ability to safeguard sensitive information

  • Ability to multi-task, and organize and prioritize multiple ongoing projects

  • Customer focus and teamwork orientation



Desired Qualifications




  • Graphic design experience, as it applies to proposal development/management, is highly desired

  • Understanding of contracts language and terms, and how to apply to proposal requirements will strengthen candidate?s competitive position
