Our Policy Drafting and Justification Program Analyst support different groups and where each will have different focuses. As this supports an Echelon 2 Activity, Program Analysts are expected to be able to contextualize information in terms of how they support strategic and regional national security objectives, such as those in Combatant Commander Theater Security Cooperation Plans or Department of State regional initiatives. Additional, information needs to be presented to different audiences, to include SES and Flag Officer level, and various DoD and Department of State officials, to obtain buy-in and concurrence.

The Policy Drafting and Justification Program Analyst responsibilities will include, but are not limited to:

· Support Department of the Navy (DoN) and Department of Defense (DoD) security cooperation, security assistance and foreign military sales assessments, staff organization, and administrative requirements.

· Able to work independently with limited direction and be self-motivated.

· Able to work with other contractor teammates and customers daily.

· Able to work closely with customers to ensure deliverables meet their expectations and arrive in a timely manner.

· Write clearly, concisely and with good grammar.

· Attendand activelyparticipatein team meetings.

Technology Transfer Policy Writing AnalystsSpecifically

· Support thejustification, presentation,coordinationand staffing of Disclosure Decisions, to includeExceptions to National Disclosure Policy (ENDP),Technology Transfer Security Assistance Review Board (TTSARB)decisions andLow Observable / Counter Low-Observable (LO/CLO)decisions.

· Support the processing of export licensing decisions, and any coordination necessary into higher-level policy frameworks, such as ENDP, TTSARB and LO/CLO.

· Understand major international frameworks that mayimpactthe scope of security cooperation (e.g.Missile Technology Control Regime (MTCR)) and work with Navy IPO professionals to incorporate and explain them, regardless of security cooperation framework (e.g.FMS, Export Licensing, International Agreements, Exchange Program)

Keys to Success that We Are Looking for in Policy Creation Analysts

· Ability to turn technical jargon into relevant, plain English that relates to capability, national security policy, economic policy and coalition warfare terms

· Ability to cogently support and justify a position, clearly communicate that in writing and professionally respond to concerns and questions

· Ability to think about an issue from the point of view of the organization whose consensus you are seeking

· Experience writing and obtaining consensus on new policies, changes to policies or exceptions to policies

· Willingness to work 5 days a week on-site at the Washington Navy Yard (WNY)

THIS POSITION REQUIRES THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE.

  • Minimum qualifications
    • Bachelor's degree or qualifying experience such as program analysis and evaluation, project planning and control.
    • Telework may be available depending on the specific assignment and must be approved by the Program Manager/Contract.
  • Desired Qualifications:
    • Experience
      • Desired experience supporting service, joint, or OSD staffs.
      • Desired experience supporting program offices, PEOs.
      • Completions of the following formal courses are desired: DISCS SCM-FA-OL (SCM 101), DISCS SCM-OC-OL (SCM-201), and DISCS IPSR-OL.
