General Summary
Our client provides technical and project services to government clients in the U.S. Dept of Defense and intelligence community. The National Security Business/Finance Director provides a critical leadership role involving oversight of all financial activities for our client’s National Security business, including providing strategic financial guidance to leadership and proposal teams, developing financial plans and forecasts, overseeing project accounting and project business service activities, and directly interfacing with client personnel on business and financial matters.
Responsibilities
Serve as business partner and advisor to leadership, business operations, project management, project controls, and other support functions, in support of business line operational and financial objectives.
Proactively advise management on sound business and financial decisions, including involvement in the development of pricing strategies and proposal submissions, project forecasts and associated accounting judgements.
Interface with project management and client representatives on financial matters, including project status updates, prime contract modifications, periodic billing rate changes, billing issues, etc.
Ensure business line financial results are prepared and reported in compliance with company practices and U.S. accounting requirements.
Direct team of project business services professionals in the performance of contractual billings, cash management, collections, and financial reporting.
Drive coordination of financial planning and analysis activities with Business Operations and the Financial Planning and Analysis team to meet financial objectives.
Assist in the development of internal control policies, guidelines, and procedures for activities involving project forecasting, financial accounting, and cash management.
Maintain current knowledge of organizational policies and procedures, governmental policies and directives, and current accounting standards
Prepare and present overviews of financial performance, business line forecasts, annual and strategic budgets, and other reports required by regulatory agencies
Provide direction and assistance to operations and other functional organizations regarding accounting and budgeting policies and procedures, as well as the efficient control and utilization of resources
Monitor financial activities and details, such as cash flow and reserve levels, to ensure that all legal and regulatory requirements are met
Assist in the evaluation and formation of legal entities to appropriately carry out business operations, including variable interest entity assessments, accounting system evaluations, and venture funding requirements.
Monitor and evaluate the performance of Project Business Services staff recommending and implementing personnel actions, such as promotions and dismissals
Develop and maintain relationships with corporate tax, treasury, insurance, and accounting personnel to facilitate financial activities
Receive, record, and authorize requests for disbursements in accordance with company policies and procedures
Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
Qualifications
Must have an active TS/SCI with (or ability to obtain) Polygraph Clearance
Bachelor’s Degree, but Advanced (Masters) degree preferred in Business Administration area
Fifteen (15) years of experience supporting government contactors providing service to the Department of Defense or intelligence community
Experience with establishing new projects and new legal entities in international locations, including coordination with venture partners
Understanding of variable interest entity accounting
Excellent interpersonal and communication skills
Possess knowledge of international payroll and expatriate policies
