Analytic Facilitatorshall produce and present training and course instruction, develop materials, and furnish assistance to the USCENTCOM J2 as instructors. The contractor shall support course administration, instruction, and facilitation, support Mobile Training Teams (MTTs), and provide other associated coordination with external and subordinate organizations/offices as required. Adjunct instructor support is typically required on a quarterly basis.

In support of this subtask, the contractor shall:
  • Achieve initial instructor certification and complete annual instructor recertification. Note: Contractors shall obtain initial instructor certification within six (6) months on station IAW DIA Academy for Defense Intelligence Instructor Professionalism Program Administrative Instruction 004, 8 December 2017 and DoD Manual 3115.11 DoD Intelligence and Security Training Standard, 24 March 2015.
  • Collaborate with U.S. Government civilian and military personnel to produce and present timely, relevant training courses on intelligence topics of interest impacting the USCENTCOM Directorate of Intelligence garrison personnel and the USCENTCOM AOR.
  • Create, conduct, and document training needs surveys (complete and deliver within 30 calendar days of initiation).
  • Research, design, and develop training courseware for steady state and crisis/contingency OPTEMPO environments.
  • Build an annual schedule of course offerings for inclusion in the organization's overall fiscal year course calendar.
  • Manage student course enrollment and completion status, including prerequisites, using the organization's Learning Management System.
  • Conduct student security clearance checks for non-USCENTCOM students, request security clearance passage for non-USCENTCOM students, and request security policy exceptions for uncleared students.
  • Create/update course descriptions for catalog and the organization's Learning Management System.
  • Attend periodic and ad hoc organizational meetings to supply training program effort updates.
  • Provide Kinetic Targeting Instructor support by producing and presenting training specifically on kinetic targeting-related areas of collateral damage estimation, battle damage assessment, target development, and the Modernized Integrated Database (or follow-on system).
  • Provide All-Source Analysis Instructor support by producing and presenting training specifically on analytic tradecraft standards, report writing, briefing skills, and critical thinking.
  • Provide ISR Instructor support by producing and presenting training specifically on ISR topics toinclude the ISR Tactical Controller (ITC) Course (formal and informal, i.e., desk-side). Additionally, produce and present training on a variety of intelligence computer systems and applications including but not limited to ISR operations such as analysis, message handling, data basing, and analytic production.
  • Provide Collection Management (CM) Instructor support by producing and presenting CM training and course instruction, developing materials, and providing training assistance. In addition, support the CENTCOM Collection Management Course (CCMC) as well as other CM training (as necessary) by: conducting related material research, analysis, creation, modification,coordination, and content management.
  • Produce trip reports following MTT events or other temporary duty assignments, inputs for the WAR, weekly division staff meeting slides, quarterly and annual history reports, and ad hoc training studies and reports.


Senior-Level
  • Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology.
  • Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
  • Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.


Experience
  • Required: At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
  • Desired: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.


Education
  • Required: Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • Desired: Minimum Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree.


Security Clearance:
  • Active TS/SCI and the willingness to sit for a polygraph, if needed
