Celestar Corporation is seeking aSenior-level Open-Source Intelligence (OSINT) Analyst Cultural Language Ability (CLA) supporting the National Ground Intelligence Center (NGIC) Facilities and Infrastructure Characterization and Analysis (FICA) located in Charlottesville, VA. Responsibilities:
• The Contractor shall conduct and incorporate open-source intelligence analysis during the production process.
• The use of OSINT will be in accordance with all Army OSINT Office (AOO) and NGIC policy and regulations.
• Prior to OSINT being conducted, all appropriate OSINT plans will be submitted to the appropriate Government Leadership for approval.
• The Contractor may be required to provide cultural language capability as required. When directed by the Government, the Contractor shall have on staff analyst(s) who have native experience and cultural understanding and are language proficient (i.e., able to read, able to write and having auditory understanding) with a Defense Language Proficiency Test (DLPT) score of 2/2 or better (DLPT score no older than five years upon hire date).
• Specific cultural and native language expertise shall align with current DNI and DoD priorities that include China, Russia, and Iran and it's threat network. However, these priorities may evolve over the course of the contract performance due to changes in policy and mission requirements.
• This language list may be expanded or narrowed at the direction of the
• Government. The Government will consider other accredited/recognized
• proficiency exams that the Contractor demonstrates are equivalent to the
• DLPT certification at the 2/2 level.
Required Experience: Minimum 10 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years. 14 years of experience in the specific labor category, may be substituted for a Bachelor's degree.
Desired Education: Bachelor's degree in an area related to the labor category.
