Thomas and Reed is placing a Senior Financial Analyst at NIST, The National Institute of Standards and Technology (NIST)/Office of Financial and Resources Management (OFRM)/Financial Operations Division (FOD) and Financial Systems and Reporting Division (FSRD).

OFRM directs and manages the overall budget and financial activities relating to the programs and operations of NIST, as well as client bureaus serviced by NIST. NIST’s client bureaus include NIST and NIST’s eight customer bureaus, i.e.:
1. Department of Commerce (DOC)-Office of the Secretary (OS)
2. Office of the Inspector General (OIG)
3. Minority Business Development Agency (MBDA)
4. Bureau of Economic Analysis (BEA)
5. National Telecommunications Information Administration (NTIA)
6. First Responders Network Authority (FirstNet)
7. International Trade Administration (ITA)
8. National Technical Information Service (NTIS)

The Financial Operations Division (FOD) is responsible for providing accurate, complete, and timely financial information in support of accounting operations and management. FOD manages and executes the day-to-day accounting operations by effectively processing transactions and providing customer service in compliance with DOC, NIST, and Federal regulations and best practices in the areas of Accounts Payable, Accounts Receivable, Reimbursable Agreements, and Travel.

The Financial Systems and Reporting Division (FSRD) manages a comprehensive accounting and financial program to ensure the financial data integrity, compliance with financial reporting requirements of all applicable laws and regulations, and establishment of appropriate financial reporting and reconciliation policies and guidance for NIST and NIST client bureaus. The Division supports Commerce Business Systems (CBS) / Core Financial System (CFS), related Data Warehouse, CBS Portal, and various applications and feeder systems. Not included in this SOW are technical support services within the FSRD’s Core and Feeder Systems teams.

OFRM requires the contractor to provide financial support services for its Data Control Group (DCG). This task order is being requested to provide additional capacity and cross coverage to DCG. This capacity will help NIST to implement the new CHIPS and Science Act of 2022, which seeks to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in AI and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries.


2. OBJECTIVES
The Contractor shall provide one (1) Senior Financial Analyst.
The contractors may assist in the following tasks within Data Control, additional details are in the Statement of Work and Scope section:
- Coordination of system closing process
- Maintain vendor and customer data tables in CBS
- Process interface files for feeder systems into CBS and investigates errors
- Process cost allocation for the followings DoC bureaus NIST, NTIS, BEA, NTIA, ITA
- Run WIP process to create bills and administer cost transfers (smoothing) for OS Working Capital Fund
- Coordinate the Advice of Corrections process (i.e., receive all forms from the Customer Bureaus and verify Customer approval, input data)
- Coordinate with users on accounting calendars and schedule for processing data into CFS (e.g., End-of-Month close)
- Process labor
- Provide audit support
- Coordinate Year-End close process schedule
