As the DOD procures new capabilities to support cyber warfighting, USCYBERCOM introduced an overarching vision for all cyber systems designed to integrate these new capabilities, called the Joint Cyber Warfighting Architecture (JCWA). The main feature of the JCWA concept is the ability to share information among its systems. The JCMO provides research services necessary to develop the vision and strategy for driving the JCWA to a common and optimal end state that fulfills the needs of the Warfighter. The JCMO serves as the command's single point of coordination for the requirements and a common direction for all parties contributing to the development of the JCWA. The JCMO provides data-driven analysis and sound technical approaches in the evaluation of JCWA development and integration efforts. It also aligns the JCWA warfighting requirements and the Service acquisition organizations' delivery of effective solutions. It provides recommendations to USCYBERCOM leadership on system integration methodologies and design. It also develops key aspects of JCWA strategy, vison, initial and full operating capability criteria, and planning for the development, acquisition and operational integration of capabilities.
The Sr Business Process Engineer shall provide the following JCMO support:
1. Provide BPR support to the JCMO by analyzing processes within the JCMO and develop analysis and recommendations, identifying weaknesses, areas to sustain, and areas of improvement based upon proven BPR methods.
2. Produce and distribute JCMO battle rhythms, activity reports, and staff meeting briefs.
3. Provide recommendations for revisions of existing or creation of new JCMO policies and procedures, draft recommendations for review and approval.
4. Assist with the creation, updating, coordination, and dissemination of JCMO publications, including through a searchable catalog/listing of relevant publications, forms, templates, and SOP on web platforms.
5. Provide Technical Writing support to the JCMO as required. .
6. Collect and organize text, graphs, charts, and/or diagrams for presentation in high-quality reports, briefs, presentations, or web publishing.
7. Post, edit, distribute, and maintain appropriate content on USCYBERCOM classified and unclassified website/portals; this includes wikis and pages (e.g., Hyper Text Markup Language - HTML and SharePoint 2013 formats) sites on three (3) different domain systems
8. Assist as appropriate in the maintenance of a vital records and document management program, to include the planning and arrangement for digitization of assigned records.
9. Provide KM support to the JCMO by identification of Command-wide KM problems and provide an analysis and recommendations report with solutions and implementation strategies, CDRL C002.
10. Develop TTP for coordinating the flow of information and work with USCYBERCOM training branches to periodically test the TTP during exercises.
11. Organize data, establish file structures, and ensure information is captured and stored in locations accessible to various user groups.
12. Initiate and make recommendations to Government Leadership on JCMO-related process changes to optimize efficiency and effectiveness and on new JCMO-relevant product/service offerings to enhance support to the JCMO.
13. Provide a weekly written Progress, Status and Management Report IAW CDRL C002 summarizing specific tasks completed/deliverables provided and a brief synopsis of ongoing work that had not yet resulted in a completed deliverable .
Required Skills
Education: Bachelor's Degree in a Business discipline is required.
Experience: Minimum of 10 years of experience participating in BPR activities with five (5) of the 10 years of experience using process improvement methodologies, e.g. Lean Six Sigma.
