AIS is looking for a Project Control Specialist to work in Oak Ridge, TN. This position will provide support to ORNL organizations to ensure the planning, cost maintenance, and executing of various project schedule goals and objectives. This is a senior level position supporting the project controls efforts on either a large-scale scientific research & development project or large scientific instrument project. Responsibilities

  • Works with the project controls lead and Control Account Managers (CAMs) to develop and maintain:
    • Project work breakdown structure (WBS) and dictionary
    • Summary and detailed, logic driven, resource loaded schedules
    • Summary and detailed cost estimates
    • Actual costs and accrual integration
    • Risk identification and risk analysis
    • Change control
  • Provides day-to-day support to the project with schedule and cost maintenance and status, forecasting and conducting what-if analysis
  • Assists in generating monthly reports on project status and performance, to include analysis on SPI/CPI, variance explanation and critical path and near critical paths
  • Attends technical and management meetings to understand and report status accurately
  • Performs ad-hoc activities as directed by the project controls lead
  • Supports the CAMs and project management staff in preparing for various project reviews, including internal and external project status reviews
  • Develops, presents, and reinforces project management process and systems training for all applicable project staff, specifically the project control account managers (CAMs)

Qualifications

  • BS/BA in project or construction management, business, engineering or equivalent
  • Five years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE or Department of Defense (DOD)
  • Five years of project experience working within an EVMS environment compliant with EIA-748; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analyses
  • Solid understanding of project controls best practices regarding scope, time, cost, change and risk management; and a complete understanding of DOE Order 413.3b and EIA-748 compliant EVM
  • Significant experience with Primavera and EVM cost processors
  • Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test
  • Medical Exam(s) - Job related pre-placement medical examinations may be required for this position
  • This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen

Desired Qualifications:
  • Project Management Professional (PMP) certification
  • BS/BA in project or construction management, business, engineering or equivalent
  • Eight years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE Office of Science within a national laboratory environment
  • Eight years of project experience working within an EVMS environment compliant with EIA-748 and DOE Order 413.3b
  • Experience with the DOE PARS II reporting system
  • Significant hand-on experience with: Oracle Primavera, Deltek Cobra or similar cost processors, risk analysis and simulation software, change control applications, and custom system and report development
  • Experience in developing and presenting training on project management principles or tools, specifically CAM training
  • Experience with preparing for and participating in Independent Project Reviews (IPRs) and EVMS surveillance reviews
  • Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members
  • High level of professionalism, personal integrity, and dependability
  • Adept at working in a cross-functional environment in a highly collaborative manner
  • Extremely organized and able to conceptualize solutions when faced with complex challenges
