Background:
Navanti is seeking an Operational Assessment Planner to provide expert research and analysis in support of Special Operations Command Europe (SOCEUR) operations, specifically within the J5. The SOCEUR J5 is responsible for Strategic Plans and Policy. The J5 section focuses on long-term planning, strategy development, and coordination of special operations activities within the European theater of operations. This involves working on campaign planning, security cooperation initiatives, and partnerships with European allies to address security challenges. The SOCEUR J5 team typically collaborates with other commands, NATO, and U.S. government agencies to ensure that special operations align with broader military and political objectives. They also develop policies to guide the execution of operations and activities, ensuring they meet strategic goals and contribute to overall mission success.
This role will involve assessing how operations, activities, and investments (OAIs) impact USEUCOM's and SOCEUR's campaign objectives, with a focus on vulnerable populations and strategic-level outcomes.

This role will involve assessing how operations, activities, and investments (OAIs) impact USEUCOM's and SOCEUR's campaign objectives, with a focus on vulnerable populations and strategic-level outcomes.
Core Responsibilities:
- Coordinate and conduct in-depth research and evaluation of the operational environment, assessing the impact on vulnerable populations in relation to the achievement of campaign objectives.
- Produce operational assessment products based on strategic and operational analysis of SOCEUR operations, activities, and investments.
- Refine large datasets into high-quality, distilled, and qualitative results.
- Provide clear, concise, and effective communication of findings in both written reports and verbal presentations.
- Organize, plan, and author comprehensive analysis reports that guide strategic decision-making.
- Support senior staff with empirical evidence regarding the effectiveness and outcomes of campaign strategies.
Minimum Qualifications:
- 7+ years of experience as an industry or government professional specializing in irregular or unconventional warfare (IW/UW), counter-terrorism (CT), counter weapons of mass destruction (CWMD), or security cooperation (SC) authorities.
- 15+ years of experience in military service, with relevant expertise in operational planning.
- Experience as a senior Special Operations NCO, chief warrant officer, or field-grade officer.
- Proven ability to integrate and collaborate effectively in multi-functional teams.
- Strong research capability, critical thinking, and analytical skills.
- BA or BS degree.
- Previous experience working within joint commands at the General Officer/Flag Officer (GO/FO) level.
- Familiarity with the European theater of operations.
- Experience with military targeting processes.
- Excellent verbal and written communication skills.
- Strong interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Active TS/SCI required.
