As an Interagency and Industry Partnership Engagement Support SME, you’ll bring your strategic expertise to work on projects for USCYBERCOM. You’ll create meaningful content and engagement opportunities which inspire and inform students, faculty, and DoD leaders and staff, and drive the U.S. cyber community to explore, address, and answer the hardest and most relevant cyber questions of the day. You’ll be a trusted advisor to our clients, and we’ll look to you to identify, analyze, and evaluate complex systems, policies, and processes.

USCYBERCOM advances U.S. military cooperation with Cyber Components Commands, Cyber community workforce and private industry partners in the area of cyberspace security based on DoD policy guidance. USCYBERCOM also advances U.S. cooperation with the interagency USG partners in the area of DCO and OCO. Interagency and private industry engagement activities entail supporting the development of strategic partnerships with various domestic governmental entities, academia, and private industry organizations. Additionally conduct tasks associated with planning, coordinating, and preparing USCYBERCOM officials for meetings, conferences, and visits, to include visit coordination, logistics, and CO related information packages. USCYBERCOM cooperation with interagency, academia and private industry partnership activities also include compiling and coordinating approval packages for partner agreements, planning, supporting, and assessing cooperation activities with partners, and organizing and supporting partner engagements.

USCYBERCOM seeks to develop a mature academic engagement program in order to engage the future workforce; increase cyber applied research and innovation; expand cyber-focused analytic partnerships; and enrich strategic dialogue on cyber. The academic engagement program includes various lines of effort which require routine engagements with academic institutions which have been accepted into an Academic Engagement Network (AEN), as well as coordination and synchronization with various DoD leaders and staff. Additionally, this program seeks to create meaningful content and engagement opportunities which inspire and inform students, faculty, and DoD leaders and staff alike, as well as drives the U.S. cyber community to explore, address, and answer the most relevant and hardest cyber related questions of the day. To create a meaningful pattern of discussion, this program will sponsor research efforts, influence grant programs, organize and host technical talks and symposiums, sponsor a scholar-in-residence program, and support senior leadership engagements with academic institutions.

The Contractor shall provide the following Inter-agency/Academia/Private Industry Engagement Activities support to include:
a) Draft decision memos, briefing papers, and other papers on these topics in preparation for inter-agency/academia/private industry meetings, and to inform senior leaders.
b) Support USCYBERCOM engagement activities, as directed, by organizing and participating in engagement activities that further DoD goals and objectives with inter-agency, academia, and industry partners.
c) Collaborate with USCYBERCOM J-Directorates and outside stakeholders to develop inter-agency, academia, and industry partnerships and policy recommendations.
d) Research and recommend policy changes to further DoD cyberspace inter-agency, academia, and private industry partnerships.
e) Research and recommend policy for the de-confliction of military CO with other USG organizations as necessary.
f) Attend conferences, seminars, and special meetings and report results, advocate USCYBERCOM cyberspace policy and doctrine within the DoD and across the USG through the Joint Inter-Agency Coordination Group.
g) As directed, work across DoD and inter-agency/academia/private industry partners to help inform and support policy decisions. Support the establishment of USCYBERCOM partnerships and attend and provide support to policy and doctrine forums of the DoD.
h) Work across DoD and interagency partners, as directed, help to inform, and support policy decisions.
i) Organize and participate, as directed in engagement activities that further DoD goals and objectives with inter-agency partners.
j) Provide training, outreach, technical assistance, and general program support to stakeholders to synchronize DoD cyberspace interagency, academia, and private industry engagements.
k) Coordinate and make recommendations to Government leadership on policy development process changes to optimize efficiency and effectiveness as well as on new product/service offerings to enhance support to USCYBERCOM’s inter-agency, academia, and private industry partnerships.
l) Collaborate with USCYBERCOM J-Directorates and external DoD stakeholders to normalize USCYBERCOM’s academic engagement program to include organizing quarterly senior steering group and monthly working group meetings; managing and executing program funding; developing and coordinating event programmatic; and managing day-to-day coordination, communication, and correspondence, as well as
m) Coordinate with academic institutions to normalize USCYBERCOM coordination, communications, and correspondence to timely and effectively onboard new institutions into the AEN, as well as maintain partnerships with existing AEN institutions.
n) Organize, facilitate, and participate in academic research efforts (e.g., CYBER-RECON), technical talks (e.g., Hack to Hire), symposiums (e.g., National Defense University-J5 Cyber Strategy Symposium), and faculty workshops which further USCYBERCOM’s academic engagement goals with the AEN and within the staff. Successful academic engagement requires day-to-day, annual, and multi-year planning efforts to synchronize USCYBERCOM goals with AEN members’ academic calendar.
